dc.description.abstractSatu diantara masalah di indonesia adalah kemiskinan. Dimana kemiskinan ini adalah kurangnya kesejahteraan. Masalah kemiskinan dianggap sebagai sebagai salah satu hal penghambat proses pembangunan sebuah Negara. Salah satu program yang dibentuk oleh pemerintah untuk mengurangi beban masyarakat dalam pemenuhan kebutuhan hidup masyarakat miskin adalah Program Sembako. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Program Sembako dan hambatan dalam mengimplementasikan Program Sembako di Kabupaten Deli Serdang dengan menggunakan metode kualitatif untuk menjelaskan secara objektif, mendalam dari hasil yang diperoleh dilokasi penelitian. Pengumpulan data dilakukan dengan data observasi, wawancara kepada sejumlah informan, dokumentasi. Teknik analis data dilakukan dalam beberapa tahapan yaitu reduksi data, penyajian data, dan penarikan data kesimpulan dari hasil penelitian. Dan dari hasil penelitian yang dilakukan, bahwa Implementasi Program Sembako di Kabupaten Deli Serdang dikatakan belum berjalan efektif, dikarenakan beberapa faktor yang mengahambat implementasi Program Sembako antara lain: keberadaan penerima Kartu Keluarga Sejahtera yang tidak jelas, dan tidak tepat sasaran bagi penerima bantuan. Keterbatasan waktu pemberian Sembako kepada Keluarga Penerima Manfaat yang biasanya diberikan sebulan sekali, tetapi dalam satu bulan Keluarga Penerima Manfaat belum mendapatkan Sembako. One of the problems in Indonesia is poverty. Where poverty is a lack of welfare, The problem of poverty is considered as one of the obstacles to the development process of a country. One of the programs established by the government to reduce the burden on the community in meeting the needs of the poor is the Basic Food Program. This study aims to analyze the implementation of the Basic Food Program policy and the obstacles in implementing the Basic Food Program in Deli Serdang Regency by using qualitative methods to explain objectively, in depth from the results obtained at the research location. Data was collected by means of observation data, interviews with a number of informants, and documentation. The data analysis technique was carried out in several stages, namely data reduction, data presentation, and data drawing conclusions from the research results. And from the results of research conducted, that the implementation of the Basic Food Program in Deli Serdang Regency is said to have not been effective, due to several factors that hinder the implementation of the Basic Food Program, including: the existence of the recipients of the Prosperous Family Card which is not clear, and is not right on target for the recipients of assistance. The limited time for providing basic food items to beneficiary families, which are usually given once a month, but within one month the beneficiary families have not received basic food.en_US
