Efektivitas Kinerja Aparatur Sipil Negara (Asn) Bagian Tata Usaha Dalam Pengelolaan Administrasi Kepegawaian Di Dinas Ketenagakerjaan Kota Medan

Abstract

Latar belakang dalam skripsi ini adalah kurang lancarnya jaringan internet dan fasilitas aplikasi yang belum tersedia untuk administrasi. Penelitian ini bertujuan untuk mengetahui efektivitas kinerja Aparatur Sipil Negara dan hambatan kinerja Aparatur Sipil Negara Bagian Tata Usaha Dalam Pengelolaan Administrasi Kepegawaian Di Dinas Ketenagakerjaan Kota Medan. Penelitian ini menggunakan penelitian kualitatif. Sumber data dalam penelitian ini adalah Kepala Sub Bagian Umum dan Kepegawaian, Staff Tata Usaha dan Masyarakat. Data dikumpulkan berdasarkan teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi. Kinerja Aparatur Sipil Negara (ASN) Bagian Tata Usaha Dalam Administrasi Kepegawaian Di Dinas Ketenagakerjaan Kota Medan sudah berprestasi, Aparatur Sipil Negara sangat disiplin dalam mengerjakan dan menyelesaikan tugas administrasi kepegawaian dengan tertib dan tepat waktu, namun belum cukup memiliki daya kreatifitas dikarenakan masih belum adanya pengembangan Sumber Daya Manusia, para Aparatur Sipil Negara sudah dapat bekerjasama dengan baik dalam menyelesaikan setiap pekerjaan yang diberikan, sangat bertanggung jawab atas tugas dan fungsinya masing-masing. Hambatan dalam Efektivitas Kinerja Aparatur Sipil Negara (ASN) Bagian Tata Usaha Dalam Pengelolaan Administrasi Kepegawaian Di Dinas Ketenagkerjaan Kota ialah kurangnya fasilitas, jaringan internet yang tidak stabil dan aplikasi yang belum tersedia untuk administrasi. The background in this thesis is the lack of smooth internet network and application facilities that are not yet available for administration. This study aims to determine the effectiveness of the performance of the State Civil Apparatus and the performance barriers of the State Civil Apparatus in the Administration of Civil Service Management at the Medan City Manpower Office. This research uses qualitative research. Sources of data in this study are the Head of the General Affairs and Civil Service Subdivision, Administration and Community Staff. Data were collected based on data collection techniques, namely observation, interviews and documentation. The performance of the State Civil Apparatus (ASN) in the Administration of Personnel at the City of Medan Manpower Service has made achievements, the State Civil Apparatus is very disciplined in carrying out and completing personnel administration tasks in an orderly and timely manner, but not having enough creativity because there is still no development of resources Human Resources, State Civil Apparatus who have been able to work together well in completing each given job, are very responsible for their respective duties and functions. Barriers to the Effectiveness of the Performance of the State Civil Apparatus (ASN) in the Administration for Personnel Administration Management at the City Manpower Office are the lack of facilities, unstable internet networks and applications that are not yet available for administration.
