Peran Dinas Sosial Dalam Meningkatkan Kesejahteraan Masyarakat di Kabupaten Gayo Lues (Studi Kesejahteraan Lanjut Usia di Kecamatan Blangkejeren)

Abstract

Peran dalam meningkatkan kesejahteraan masyarakat, khususnya kesejahteraan lanjut usia di Kabupaten Gayo Lues sudah dilaksanakan oleh Dinas Sosial, dengan tujuan terwujudnya kemandirian dan kesejahteraan bagi lanjut usia yang kondisinya membutuhkan perhatian dari pemerintah. Rumusan masalah adalah (1) Bagaimana Peran Dinas Sosial dalam meningkatkan kesejahteraan lanjut usia di Kecamatan Blangkejeren? (2). Apakah hambatan yang dialami Dinas Sosial dalam upaya meningkatkan kesejahteraan lanjut usia di Kecamatan Blangkejeren? Tujuan penelitian ini adalah menganalisis bagaimana Peran Dinas Sosial dalam meningkatkan kesejahteraan lanjut usia di Kecamatan Blangkejeren serta mengetahui hambatan atau kendala Dinas Sosial dalam melaksanakan peran meningkatkan kesejahteraan lanjut usia di Kecamatan Blangkejeren?. Adapun metode penelitian yang digunakan dalam penelitian ini adalah deskriptif dengan analisis kualitatif. Pengumpulan data diperoleh dari wawancara, observasi, dokumentasi dan studi kepustakaan. Hasil penelitian yang diuji dengan menggunakan teori peran yang dikemukakan Soekanto (2010:5) yang terdiri dari (1) Peran meliputi norma-norma atau peran yang ideal (ideal role), (2) Peranan adalah suatu konsep atau peran diharapkan (expected role) dan (3) Peranan juga dapat dilakukan sebagai perilaku atau peran yang telah dilakukan (actual role). Hasil penelitian ini menunjukan bahwa peran Dinas Sosial dalam meningkatkan kesejahteraan masyarakat khususnya kesejahteraan lanjut usia sudah dilaksanakan tetapi belum optimal. Hal ini dapat dilihat dari berbagai hambatan atau kendala yang dihadapi antara lain Anggaran program yang minim dalam mendukung program, SDM yang tidak memadai dalam melaksanakan kegiatan sehingga pelayanan yang dilaksanakan tidak optimal dan sulitnya dalam memberikan layanan dikarenakan sarana dan prasarana yang terbatas. Saran dari penelitian ini adalah Dinas Sosial dapat menyusun strategi dalam bentuk program kegiatan yang dapat menyerap anggaran dalam peningkatan kesejahteraan lanjut usia, pengembangan SDM melalui pelatihan, pendidikan, pembinaan, menganggarkan pembiayaan dalam bentuk sarana dan prasarana bagi petugas yag melaksanakan pelayanan bagi lanjut usia. The role in improving the welfare of the community, especially the welfare of the elderly in Gayo Lues Regency has been carried out by the Social Service office, with the aim of realizing independence and welfare for the elderly whose conditions require attention from the government. The formulation of the problem is (1). What is the role of the Social Service in improving the welfare of the elderly in Blangkejeren District? (2). What are the obstacles faced by the Social Service office in an effort to improve the welfare of the elderly in Blangkejeren District? The purpose of study was to analyze how the role of the Social Service Office in improving the welfare of the elderly in Blangkejeren District and to find out the obstacles or constraints of the Social Service in carrying out it’s role in improving the welfare of the elderly in Blangkejeren District. The research method used in thid research descriptive with qualitative analysis. Data Collection was obtained form interviews, observation, documentation and literature studies. The results of the research were tasted using the role theory proposed by Soekanto (2010) wich consists of (1). The role includes norms or (ideal role), (2). The role is a concept or (expected role) and Roles can also be performed asbehaviors or roles that have been performed (actual roles) The results of this study indicate that the role of the Social Service Office in improving the welfare of the community, especially the welfare of the elderly, has been implemented but has not been optimal. This can be seen from the various obstacles faced, including the minimal program budget in supporting the progam, inaduqate huma resources in carrying out activities so that the services carried out are not optimla and the difficulty in providing services due to limited facilities and infrastructure. The suggestion from this research is that the Social Service office can develop strategis in the form of activity programs that can absorb the budget in improving the welfare of the elderly, developing human resources through training, education, coaching, budgeting for financing in the form of facilities and infrastructure for officers who carry outservices for the elderly
