Abstract: Latar belakang masalah dalam skripsi ini adalah kinerja pegawai pada Bidang Pemberdayaan Sosial dan Penanganan Fakir Miskin belum sepenuhnya berjalan efektif, terutama mengenai bantuan sosial yang belum tepat sasaran untuk masyarakat fakir miskin, kurangnya disiplin pegawai serta tanggung jawab pegawai dalam bekerja masih rendah. Penelitian ini bertujuan untuk mengetahui kinerja pegawai serta hambatan kinerja pegawai pada Bidang Pemberdayaan Sosial dan Penanganan Fakir Miskin Dinas Sosial Kabupaten Nias Barat. Penelitian ini menggunakan metode kualitatif sebagai analisis data. Sumber data dalam penelitian ini adalah Kepala Dinas Sosial, Kepala Bidang, Kepala Seksi dan Masyarakat Fakir Miskin. Data dikumpulkan berdasarkan teknik pengumpulan data yaitu observasi, wawancara, dokumentasi dan triangulasi data. Hasil penelitian menunjukkan bahwa Kinerja Pegawai pada Bidang Pemberdayaan Sosial dan Penanganan Fakir Miskin Dinas Sosial Kabupaten Nias Barat sejauh ini masih belum sepenuhnya berjalan efektif terutama dalam melayani masyarakat fakir miskin. Hal ini dilihat dari enam indikator yang digunakan antara lain prestasi, kedisplinan, kreatifitas, kerjasama, kecakapan serta tanggung jawab pegawai. Hambatan Kinerja Pegawai pada Bidang Pemberdayaan Sosial dan Penanganan Fakir Miskin Dinas Sosial Kabupaten Nias Barat ialah kurangnya sumber daya manusia, serta sarana dan prasarana juga kurang memadai. The background of the problem in this thesis is that the performance of employees in the field of Social Empowerment and Handling of the Poor has not been fully effective, especially regarding social assistance that has not been well targeted for the poor, lack of employee discipline and low employee responsibilities at work This study aims to determine employee performance and employee performance barriers in the Field of Social Empowerment and Handling of the Poor at the Social Service of West Nias Regency. This study uses qualitative methods as data analysis. Sources of data in this study were the Head of the Social Service, Head of Division, Head of Section and the Poor. Data were collected based on data collection techniques, namely observation, interviews, documentation and data triangulation. The results showed that the performance of employees in the field of social empowerment and handling of the poor, the Social Service of West Nias Regency, has so far not been fully effective, especially in serving the poor. This can be seen from the six indicators used, including achievement, discipline, creativity, cooperation, skills and employee responsibilities. Barriers to Employee Performance in the Sector of Social Empowerment and Handling the Poor at the West Nias District Social Service are the lack of human resources, and inadequate facilities and infrastructure.
