dc.description.abstractPemberian Tambahan Penghasilan kepada ASN bertujuan untuk meningkatkan kinerja ASN dan kualitas pelayanan bagi masyarakat namun masih ada pelaksanaan yang belum berjalan seperti semestinya, standar operasional belum sepenuhnya dijalankan sesuai dengan peraturan dimana masih kurangnya transparansi terhadap penilaian kinerja pegawai. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Implementasi Peraturan Walikota Medan Nomor 21 Tahun 2019 Tentang Tambahan Penghasilan ASN Di Kantor Camat Medan Tembung Kota Medan. Penelitian ini menggunakan metode kualitatif. Dengan informan yang terdiri dari Kasubbag Administrasi Keuangan, Kasubbag Adminisrasi Umum, Dan Pegawai Negeri Sipil yang ada di Kantor Camat Medan Tembung Kota Medan. Data dikumpulkan berdasarkan teknik pengumpulan data yaitu observasi, wawancara, dokumentasi dan triangulasi data. Dari hasil penelitian yang dilakukan dilihat berdasarkan komunikasi, sumber-sumber, kecenderungan-kecenderungan, dan struktur birokrasi sudah terlaksana dengan baik, dibuktikan dengan sudah ada tindakan pemberian tambahan penghasilan pegawai, namun terdapat faktor penghambat pada pengimplementasian dimana belum terlaksana secara maksimalnya mekanisme pengawasan yang seharusnya dilakukan pimpinan atau pejabat yang memiliki wewenang dalam melaksanakan pengimplementasian kebijakan tersebut, dimana bagian monitoring dan evaluasi terhambat karena mengalami kendala atau error sistem yang sering terjadi, yang menjadikan hal tersebut belum terimplementasi secara maksimalnya transparansi saat melakukan penilaian untuk pemberian Tambahan Penghasilan Pegawai di Kantor Camat Medan Tembung Kota Medan. Provision of Additional Employee Income to ASN aims to improve ASN performance and service quality for the community, but there are still implementations that have not been running as they should, operational standards have not been fully implemented in accordance with regulations where there is still a lack of transparency in employee performance appraisals. The purpose of this study was to find out how the implementation of Medan Mayor Regulation Number 21 of 2019 concerning Additional ASN Income at the Medan Tembung Sub-District Office, Medan City. This study uses a qualitative method. With informants consisting of the Head of Subdivision of Financial Administration, Head of Subsection of General Administration, and Civil Servants in the Medan Tembung Sub-District Office, Medan City. Data were collected based on data collection techniques, namely observation, interviews, documentation and data triangulation. From the results of the research conducted, it can be seen that based on communication, sources, trends, and the bureaucratic structure has been implemented well, as evidenced by the action of providing additional employee income, but there are inhibiting factors in the implementation where the supervisory mechanism that should have been implemented has not been maximally implemented. carried out by the leadership or official who has the authority to implement the policy implementation, where the monitoring and evaluation section is hampered due to experiencing problems or system errors that often occur, which makes it not yet implemented optimally transparency when conducting an assessment for the provision of Additional Employee Income at the Medan Camat Office Tembung Medan City.en_US
