Abstract: Rumusan strategi pengembangan usaha peternakan kambing di Kabupaten Batubara adalah memelihara dan mempertahankan stabilisasi pertumbuhan yang ada (hold and maintain), dengan prioritas strategi meningkatkan motivasi masyarakat untuk beternak kambing, meningkatkan ketersediaan sarana prasarana dan petugas kesehatan ternak. Rumusan alternatif strategi pengembangan usaha peternakan kambing yang tepat di Kabupaten Batubara, adalah: (a) Strategi SO dengan mendirikan pasar hewan, memantapkan kebijakan pengembangan ternak kambing, mengembangkan SDM peternak kambing, (b) Strategi WO dengan memberikan bantuan penguatan modal usaha, menjalin kemitraaan antara lembaga pemerintah, perbankan, koperasi dan swasta, meningkatkan pelayanan pos-pos kesehatan ternak, dan meningkatkan pembinaan dalam rangka peningkatan pengetahuan peternak. (c) Strategi ST dengan meningkatkan peranan kelembagaan peternak, serta melakukan pembinaan dan pelatihan pengolahan susu kambing, (d) Strategi WT dengan mendorong minat investor untuk berinvestasi, serta meningkatkan keterampilan pengolahan produk peternakan. The formulation of a goat farming business development strategy in Batubara Regency is to maintain and maintain the existing growth stabilization (hold and maintain), with a priority strategy of increasing community motivation to raise goats, increasing the availability of infrastructure and livestock health workers. The formulation of an appropriate alternative strategy for developing goat farming in Batubara Regency is: (a) SO strategy by establishing an animal market, establishing policies for developing goats, developing human resources for goat breeders, (b) WO strategy by providing assistance in strengthening business capital, establishing partnerships between government institutions, banks, cooperatives and the private sector, improving services for livestock health posts, and increasing guidance in order to increase knowledge of farmers. (c) ST strategy by increasing the role of farmer institutions, as well as providing guidance and training on goat milk processing, (d) WT strategy by encouraging investor interest to invest, as well as improving livestock product processing skills.
