Abstract: | Implementasi kebijakan penyelenggaraan pensiun dini bagi karyawan diatur dalam Keputusan Direktur Sumber Daya Manusia Perusahaan Perseroan PT Telekomunikasi Indonesia, Tbk, Nomor: KR18/PS900/COP-B0010000/2006. Yang mengacu pada UU No.13 Tahun 2003 tentang Ketenagakerjaan, UU No.11 Tahun 1992 tentang Dana Pensiun, dan Peraturan Pemerintah No.76 Tahun 1992 tentang Dana Pensiun Pemberi Kerja, di antaranya memuat: Perusahaan memberikan penawaran kepada karyawan yang memenuhi persyaratan untuk mengajukan pensiun dini, dengan tetap mempertimbangkan kemampuan anggaran tahunan dan likuiditas perusahaan, pensiun dini sebagaimana dimaksudkan dalam Keputusan ini bersifat sukarela, dan karyawan yang dapat mengajukan permohonan pensiun dini adalah karyawan yang memenuhi syarat sebagaimana dimaksud dalam Keputusan ini. Kebijakan suatu perusahaan mengadakan program pensiun dini bertujuan untuk mengurangi jumlah karyawan yang tidak produktif lagi, sehingga pekerjaan yang biasa di tangani dapat di selesaikan oleh karyawan yang lain. Implementasi yang digunakan yaitu teori Edward III dengan melihat 4 indikator yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi serta menggunakan metode kualitatif. Hasil penelitian membuktikan masih belum sempurnanya implementasi kebijakan program pensiun dini karena proses waktu sosialisasi yang kurang lama dan lamanya sistem administrasi dan pelayanan. The implementation of the early retirement policy for employees is regulated in the Decision of the Director of Human Resources of the Company, PT Telekomunikasi Indonesia, Tbk, Number: KR18 / PS900 / COP-B0010000 / 2006. Referring to Law No. 13 of 2003 concerning Employment, Law No.11 of 1992 concerning Pension Funds, and Government Regulation No.76 of 1992 concerning Pension Funds of Employers, including: The company offers offers to employees who meet the requirements to submit early retirement, while taking into account the ability of the annual budget and company liquidity, early retirement as referred to in this decree is voluntary, and employees who can apply for early retirement are employees who meet the requirements referred to in this decree. The policy of a company conducting an early retirement program aims to reduce the number of employees who are not productive anymore, so that the work normally handled can be completed by other employees. The implementation used is the Edward III theory by looking at 4 indicators, namely communication, resources, disposition, and bureaucratic structure and using qualitative methods. The results of the study prove that the implementation of the early retirement program policy is still incomplete due to the short socialization process and the length of the administration and service system. |
