dc.description.abstract | Pembinaan menurut etimologi berasal dari kata dasar “bina” berasal dari bahasa arab yang berarti mendirikan, membangun, dan membina serta mendapat awalan pe dan akhiran an sehingga menjadi kata pembinaan yang memiliki arti usaha tindakan dan kegiatan. Menurut Arifin pembinaan yaitu usaha manuia secara sadar untuk membimbing dan mengarahkan kepribadian dan kemampuan, baik dalam pendidikan formal maupun non formal. Penelitian ini bertujuan agar pembinaan dapat meningkatan pendidikan itu sendiri agar anak-anak dapat belajar dan mendapatkan ilmu pengetahuan serta mengenal dunia pendidikan satu sama lain agar menumbuhkan kecerdasan intelektual dan meningkatkan wawasan yang lebih luas lagi terhadap anak-anak yang putus sekolah. Penelitian ini menggunakan metode kualitatif yang bersifat deskriptif yang memberikan gambaran secara jelas tentang permasalahan yang diteliti yaitu menggunakan teori Adward III tentang implementasi dengan 4 empat indikator implementasi yaitu komunikasi, sumber daya manusia , sikap, dan struktur. Teknik pengumpulan data yang digunakan melalui observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa implementasi program pembinaan pembelajaran anakanak putus sekolah melalui rumah belajar di desa duria kecamatan lolofitumoi kabupaten nias barat situasi di desa duria sendiri memiliki pendidikan yang kurang memadai dapat dilihat dari desa yang jauh untuk dijangkau dari desa yang satu ke desa yang lainnya serta jalan yang tidak bagus menuju ke sekolah, sulitnya transportasi umum karena terbatasnya ternologi dan masih kurangnya sumber daya manusia yang memiliki pendidikan tinggi di desa duria. Adapun faktor yang mempengaruhi implementasi pembinaan itu sendiri yaitu tenaga pendidik, terbatasnya sarana dan prasarana dalam pendidikan serta kurangnya teknologi di desa duria. Coaching according to etymology comes from the basic word "build" which comes from Arabic which means to establish, build, and foster and gets the prefix pe and the suffix so that it becomes a coaching word which has the meaning of business actions and activities. According to Arifin, coaching is a conscious human effort to guide and direct personality and abilities, both in formal and nonformal education. This study aims to improve education itself so that children can learn and gain knowledge and get to know each other's education world in order to foster intellectual intelligence and increase broader insight into children who drop out of school. This study uses a descriptive qualitative method that provides a clear description of the problems studied, namely using the Adward III theory of implementation with 4 four implementation indicators, namely communication, human resources, attitudes, and structure. Data collection techniques used through observation, interviews and documentation. The results of this study indicate that the implementation of the learning development program for out-ofschool children through learning houses in the village of Duria, Lolofitumoi District, West Nias Regency, the situation in Dura Village itself has inadequate education, it can be seen from villages that are far from being reached from one village to another. and poor roads leading to school, the difficulty of public transportation due to limited technology and the lack of human resources with higher education in the village of Duria.
