dc.description.abstractSalah satu permasalahan dalam penelitian ini adalah kinerja aparatur pemerintahan desa belum sepenuhnya berjalan efektif, terutama mengenai pembuatan surat keterangan E-KTP, kurangnya ketepatan aparatur desa serta tanggungjawab pegawai dalam bekerja masih rendah. Penelitian ini bertujuan untuk mengetahui kinerja pegawai serta hambatan kinerja pegawai di desa Sinar Susua kecamatan Somambawa kabupaten Nias Selatan. Penelitian ini menggunakan metode kualitatif sebagai analisis data. Sumber data dalam penelitian ini adalah kepala desa, sekretaris desa,badan permusyawaratan desa, dan masyarakat. Data dikumpulkan berdasarkan teknik pengumpulan data yaitu observasi, wawancara, dokumentasi dan triangulasi data. Hasil penelitian menunjukkan bahwa Kinerja aparatur desa Sinar Susua kecamatan Somambawa kabupaten Nias Selatan sejauh ini masih belum sepenuhnya efektif. Dilihat dari indicator kinerja pegawai maka, dari enam indikator yang digunakan menujukkan bahwa kinerja pegawai dari segikualitas, kuantitas, ketepatanwaktu, efektivitas biaya, kebutuhan pengawasan serta pengaruh interpersonal aparatur desa dalam bekerja masih belum berjalan maksimal serta belum sesuai dengan yang diharapkan oleh masyarakat di desa Sinar Susua. Hambatan nya adalah kurangnya sumberdaya manusia, serta sarana dan prasarana juga kurang memadai. One of the problems in this thesis is that the performance of the village government apparatus is not yet fully effective, especially regarding the making of the E-KTP certificate, the lack of accuracy of the village apparatus and the responsibility of the employees in their work is still low. This study aims to determine employee performance and employee performance barriers in the village of SinarSusua, somambawa sub-district, South Nias district. This study uses qualitative methods as data analysis. The data sources in this study were the village head, village secretary, village consultative body, and the community. Data were collected based on data collection techniques, namely observation, interviews, documentation and data triangulation. The results showed that the performance of the SinarSusua village apparatus, Somambawa sub-district, South Nias district so far has not been fully effective. Judging from the employee performance indicators, the six indicators used show that employee performance in terms of quality, quantity, timeliness, cost effectiveness, monitoring needs and the interpersonal influence of village officials at work are still not running optimally and are not as expected by the community in SinarSusua village. The obstacle is the lack of human resources, as well as inadequate facilities and infrastructure.-
