Abstract: Penelitian ini bertujuan untuk melihat hubungan budaya organisasi terhadap loyalitas kerja pada pegawai di dinas bina marga dan bina konstruksi provinsi Sumatera Utara. Dengan jumlah populasi 70 pegawai. Teknik pengambilan sampel menggunakan teknik total sampling sehingga jumlah populasi sama dengan jumlah sampel. Pengambilan data dilakukan dengan menggunakan model skala likert melalui dua skala, yaitu skala budaya organisasi dan skala loyalitas kerja. Analisis data menggunakan teknik korelasi produck moment ( sebesar 0,057 dengan P=0,148 < 0,05 artinya terdapat hubungan positif dan signifikan antara budaya organisasi dengan loyalitas kerja pada pegawai di dinas bina marga dan bina konstruksi Provinsi Sumatera Utara yang menunjukkan bahwa semakin tinggi budaya organisasi nya maka semakin tinggi loyalitas kerja yang ditunjukkan. Sebaliknya semakin rendah budaya organisasi nya maka semakin rendah pula loyalitas kerja pegawai. Berdasarkan hasil perhitungan data yang diperoleh tingkat budaya organisasi pada pegawai dalam penelitian ini tergolong tinggi dimana mean hipotetik (60) < mean empirik (77,54) dan selisihnya melebihi bilangan satu SD (7,723). Pada loyalitas kerja pegawai baik dimana mean hipotetik (62,5) < mean empirik (82,53) dan selisihnya melebihi bilangan satu SD (7,310). Adapun koefisien determinasi dari korelasi tersebut sebesar ( = 0,257 artinya budaya organisasi memberikan sumbangan efektif terhadap loyalitas kerja pegawai sebesar 25,7%. Berdasarkan analisis data, maka hipotesis dinyatakan diterima. Data collection was carried out using a Likert scale model through two scales, namely the organizational culture scale and the work loyalty scale. Data analysis used the product moment correlation technique (0,057 with P=0,148 <0.05, meaning that there is a positive and significant relationship between organizational culture and work loyalty for employees at the bina marga and construction development services in North Sumatra Province, which shows that the higher the organizational culture, the higher the organizational culture. the higher the work loyalty shown. Based on data analysis, the hypothesis is accepted.
