Abstract: Penelitian ini berjudul “Implementasi Pogram Bus Samsat Keliling Pada Badan Pengelolaan Pajak Dan Retribusi Daerah Sumatera Utara Upt Samsat Medan Selatan penelitian ini membahas mengenai penerapan Program pembayaran pajak kendaraan bermotor melalui salah satu program unggulan Samsat Upt Medan Selatan yaitu Bus Samsat Keliling. Samsat Keliling layanan pembayaran pajak kendaraan bermotor yang beroperasi di temapat-tempat umum, dimana masyarakat yang berdomisili jauh dari kantor Samsat lebih dekat dalam membayar pajak sehingga wajib pajak akan patuh dalam membayar pajak dan penerimaan pajak semakin meningkat, Penelitian ini menggunakan metodologi penelitian deskriptif dengan pendekatan kualitatif dimana tujuannya untuk mengetahui dan menggambarkan kenyataan dari kejadian yang diteliti. Analisis data bertjuan untuk memenyederhanakan hasil olahan data, sehingga mudah dibaca dan dinterprestasikan. Data dikumpulkan dengan cara observasi, wawancara, dokumentasi. Analisis data menggunakan tiga tahap : reduksi data, penyajian data, dan penarikan kesimpulan. Hasil dari penelitian ini menunjukkan Program Bus Samsat Keliling telah sesuai dengan Keputusan Menteri Pendayagunaan Aparatur Negara No. 63/KEP/M-PAN/7/2003 tentang Pedoman Umum Penyelenggaraan Pelayanan Publik serta pelayanannya cukup berkualitas, tetapi masih ada kendala kendala seperti masih ada kendala-kendala yang harus diperbaiki pada Program Bus Samsat Keliling seperti kurang memadi sarana dan prasarana,kurangnya sosialisasi pelayanan, dan kesadaran Wajib Pajak. This research is entitled "Implementation of the Mobile Samsat Bus Program at the Regional Tax and Retribution Management Agency of North Sumatra Upt Samsat South Medan. This study discusses the implementation of the motor vehicle tax payment program through one of the flagship programs of SAMSAT UPT Medan Selatan, namely the Mobile Samsat Bus. Samsat Mobile is a motor vehicle tax payment service that operates in public places, where people who live far from the SAMSAT office are closer to paying taxes so that taxpayers will be obedient in paying taxes and tax revenues are increasing. This study uses a descriptive research methodology with an approach Qualitative research where the aim is to find out and describe the reality of the events under study. Data analysis aims to simplify the results of data processing, so that they are easy to read and interpret. Data were collected by means of observation, interviews, documentation. Data analysis used three stages: data reduction, data presentation, and drawing conclusions. The results of this study indicate that the Mobile Samsat Bus Program is in accordance with the Decree of the Minister of State Apparatus Empowerment No. 63/KEP/M-PAN/7/2003 concerning General Guidelines for the Implementation of Public Services and the service is of sufficient quality, but there are still obstacles such as there are still obstacles that must be fixed in the Mobile Samsat Bus Program such as inadequate facilities and infrastructure, lack of socialization services, and taxpayer awareness.
