Abstract: Dengan di tetapkannya pelimpahan kewenangan kepada Kecamatan Lima Puluh Kabupaten Batu Bara dalam hal kepengurusan Izin Usaha Dan Izin Mendirikan Bangunan agar pelayanan dapat berkualitas, cepat, tepat waktu dan mudah. Namun pada kenyataannya pelayanan publik di Kantor Camat Lima Puluh Kabupaten Batu Bara belum sepenuhnya berjalan dengan baik. Maka rumusan masalah adalah bagaimanakah kinerja pelayanan publik di Kantor Camat Lima Puluh Kabupaten Batu Bara beserta strategi dalam meningkatkan kinerja pelayanan publik tersebut? Serta apa saja yang menjadi kendala kinerja pelayanan publik di Kantor Camat Lima Puluh Kabupaten Batu Bara? Jenis penelitian menggunakan pendekatan kualitatif deskriptif. Dengan teknik pengumpulan data berupa wawancara, dokumentasi, dan observasi. Hasil penelitian mengacu pada teori Agus Dwiyanto (1995:45) yaitu output, efisiensi, dan efektivitas. Maka pada output fasilitas pelayanan di Kantor Camat Lima Puluh Kabupaten Batu Bara dalam sarana dan prasarana kepada masyarakat belum cukup baik. Serta output dalam hal pelayanan pengurusan izin usaha dan izin mendirikan bangunan kepada masyarakat juga belum berjalan dengan baik. Dalam hal efisien pelayanan waktu pengurusan izin usaha dan izin mendirikan bangunan belum sepenuhnya terlaksana dengan baik kepada masyarakat. Di karenakan belum sesuai dengan Standard Operasional Prosedur (SOP). Dalam hal efektif penyelenggaraan pelayanan izin usaha dan izin mendirikan bangunan yang dilakukan di Kantor Camat Lima Puluh Kabupaten Batu Bara yang berkaitan dengan syarat dan prosedur pelayanan dapat dikatakan belum efektif. Maka saran untuk peningkatan kinerja pelayanan publik Bidang Kepengurusan Izin Usaha Dan Izin Mendirikan Bangunan di Kantor Camat Lima Puluh Kabupaten Batu Bara, di harapkan agar Kantor Camat Lima Puluh Kabupaten Batu Bara dapat melakukan peningkatan melalui pendidikan dan pelatihan untuk meningkatkan kualitas SDM yang ada. Pemerintah Kecamatan Lima Puluh Kabupaten Batu Bara harus membuat anggaran Kecamatan untuk melengkapi sarana dan prasarana agar lebih memudahkan masyarakat untuk melakukan pelayanan administrasi. Serta memenuhi ketentuan di dalam SOP untuk melancarkan koordinasi dalam melakukan proses penerbitan izin usaha dan izin mendirikan bangunan agar sistem prosedur mudah, jelas, cepat dan efisien bagi masyarakat With the stipulation of the delegation of authority to the Lima Puluh Subdistrict, Batu Bara Regency in terms of managing business permits and building permits so that services can be of high quality, fast, timely and easy. However, in reality, public services at the Lima Puluh Subdistrict Office of Batu Bara Regency have not been fully running well. So the formulation of the problem is how is the performance of public services at the Lima Puluh Subdistrict Office of Batu Bara Regency along with strategies to improve the performance of these public services? And what are the obstacles to the performance of public services at the Lima Puluh Subdistrict Office of Batu Bara Regency? This type of research uses a descriptive qualitative approach. With data collection techniques in the form of interviews, documentation, and observation. The results of the study refer to the theory of Agus Dwiyanto (1995:45) namely output, efficiency, and effectiveness. So the output of service facilities at the Lima Puluh Subdistrict Office of Batu Bara Regency in terms of facilities and infrastructure to the community is not good enough. As well as the output in terms of services for managing business permits and building permits to the community has also not gone well. In terms of efficient service, the time for processing business permits and building permits has not been fully implemented to the community. This is because it is not in accordance with the Standard Operating Procedure (SOP). In terms of the effectiveness of the service of business licenses and building permits carried out at the Lima Puluh Subdistrict Office of Batu Bara Regency related to service terms and procedures, it can be said that it has not been effective. So suggestions for improving the performance of public services in the Management of Business Permits and Building Permits at the Lima Puluh Subdistrict Office of Batu Bara Regency, it is hoped that the Lima Puluh Subdistrict Office of Batu Bara Regency can make improvements through education and training to improve the quality of existing human resources. The District Government of Lima Puluh Batu Bara Regency must make a sub-district budget to complete facilities and infrastructure to make it easier for the community to carry out administrative services. As well as fulfilling the provisions in the SOP to facilitate coordination in the process of issuing business permits and building permits so that the procedure system is easy, clear, fast and efficient for the community.
