Abstract

Implementation of School Operational Assistance Program (BOS) aims to raise the cost of education for underprivileged students and to alleviate for the students in the future, in order to obtain better quality basic education services in the implementation of various obstacles both in terms of institutional and technical aspects of operations. One of the schools that received the attention and School Operational Assistance (BOS) is the State Administrative Madrasah Penggalangan of Serdang Bedagai Regency. As a guideline in the implementation of the School Operational Assistance (BOS) program within the Ministry of Religious Affairs, has been issued Decree of Director General of Islamic Education No. 361 Year 2016 About Technical Guidance of School Operational Assistance In Madrasah Fiscal Year 2016. The results of this study indicate that Implementation of Decision of Director General of Islamic Education No. 361 Year 2016 About Technical Guidance of School Operational Assistance In Madrasah Fiscal Year 2016 Madrasah Ibtidaiyah Negeri Penggalangan has been able to perform well in accordance with the existing provisions. Factors affecting the implementation of these policies are communication, resources, disposition and bureaucratic structure. For the successful implementation of BOS funds in MIN, it is necessary to have Standard Operational Procedures in Ministry of Religion Environment especially at Madrasah ibtidaiyah level.
