dc.description.abstract | Pendidikan di Indonesia tidak terlepas dari upaya pembenahan kurikulum, perbaikan sarana dan prasarana, penyesuaian peraturan dan peran serta guru dalam membentuk sumberdaya manusia melalui proses pendidikan itu sendiri. Segala usaha perbaikan yang dilakukan untuk meningkatkan kualitas pendidikan tidak akan memberikan dampak signifikan tanpa di dukung oleh guru yang profesional. Oleh karena itu pemerintah tidak tanggung-tanggung dalam memperbaiki kualitas, kinerja dan kesejahteraan guru di Indonesia diantaranya melalui program pemberian Tunjangan Profesi Guru (TPG) yang diharapkan guru dapat meningkatkan kinerja dan kompetensi mereka sesuai bidangnya. Penelitian ini bertujuan untuk mengetahui efektifitas pemberian dana tunjangan profesi guru dalam peningkatan kompetensi guru pada SMP Negeri 1 Rantau Selatan Kabupaten Labuhanbatu tahun 2019. Jenis penelitian ini merupakan penelitian deskriptif kualitatif. Selanjutnya untuk sampel yang digunakan dengan metode key person sebanyak 14 orang yaitu Kepala Sekolah dan Guru yang telah bersertifikasi. Teknis pengumpulan data menggunakan metode observasi, wawancara dan dokumentasi, sedangkan teknik analisis data yang digunakan yaitu menggunakan metode analisis data atau disebut triangulasi data menurut Miles dan Huberman. Hasil penelitian ini menunjukkan bahwa :(1) Pemberian dana Tunjangan Profesi Guru (TPG) di sekolah SMP Negeri 1 Rantau Selatan sudah berjalan efektif dan pemberian dana TPG untuk guru dimanfaatkan sebaik mungkin untuk digunakan meningkatkan kualitas guru agar lebih berkompetensi baik dalam bidang pedagogik dan profesional; dan (2) Faktor-faktor yang mempengaruhi pemberian dana Tunjangan Profesi Guru terhadap peningkatan kompetensi pedagogik dan profesional guru yaitu karena pemerintah ingin membantu kesejahteraan para guru agar dapat meningkatkan kompetensi guru baik dalam pedagogik dan profesional sesuai dengan perkembangan IPTEK. Education in Indonesia is inseparable from efforts to reform the curriculum, improve facilities and infrastructure, adjust regulations and the participation of teachers in shaping human resources through the education process itself. Any improvement efforts made to improve the quality of education will not have a significant impact without the support of professional teachers. Therefore, the government is not half-hearted in improving the quality, performance and welfare of teachers in Indonesia, including through the Teacher Professional Allowance (TPA) program, which is expected by teachers to improve their performance and competence according to their fields. This study aims to determine the effectiveness of providing teacher professional allowances in improving teacher competence at SMP Negeri 1 Rantau Selatan Labuhanbatu Regency in 2019. This type of research is a qualitative descriptive study. And then, for the sample used with the key person method as many as 14 people, namely principals and teachers who have been certified. The technique of collecting data uses the method of observation, interviews and documentation, while the data analysis technique used is the data analysis method, which is called data triangulation according to Miles and Huberman. The results of this study indicate that: (1) The provision of Teacher Professional Allowance (TPA) funds at SMP Negeri 1 Rantau Selatan has been effective and the provision of TPA funds for teachers is used as best as possible to be used to improve teacher quality so that they are more competent both in the pedagogical and professional fields ; and (2) the factors that influence the provision of the Teacher Professional Allowance to increase teacher pedagogical and professional competence, namely because the government wants to help the welfare of teachers in order to improve teacher competence both in pedagogic and professional in accordance with the development of science and technology. | en_US |
