Implementasi Program Beras Masyarakat Miskin Di Kelurahan Tanah 600 Kecamatan Medan Marelan Pada Tahun 2013-2014

Abstract

Program Raskin adalah salah satu program penanggulangan kemiskinan dan perlindungan sosial yang diselenggarakan oleh Pemerintah Pusat berupa bantuan beras bersubsidi kepada rumah tangga berpendapatan rendah. Tujuan dari penelitian ini adalah untuk mendeskripsikan implementasi distribusi Program Raskin, dan mengetahui kendala-kendala apa saja yang mempengaruhi implementasi distribusi Program Raskin dengan lokasi penelitian di Kelurahan Tanah Enam Ratus Kecamatan Medan Marelan. Adapun kendala-kendala yang dialami selama proses pendataan penerima Raskin yaitu : 1) proses pendataan oleh BPS pada Rumah tangga miskin. 2) proses penetapan rumah tangga miskin. 3) proses pembagian Raskin. 4) Proses sosialisasi. 5) Proses penanganan pengaduan. Hasil penelitian menunjukkan : 1) manfaat dari program Raskin ini sudah membantu masyarakat miskin dimana masyarakat dapat menghemat sebesar Rp. 140.000-,/bulan nya. 2) kurang bagusnya mengenai kualitas beras yang di diterima masyarakat penerima manfaat, namun mengenai kualitas beras sudah sesuai dengan standart kualitas BULOG. 3) Selain itu masih ada nya data yang kurang valid yang selama ini di rasakan masyarakat mengenai proses pendataan yang di lakukan pihak BPS, karena pendataan nya tidak berkoordinasi dengan kepala lingkungan setempat. 4) implementor cukup paham dengan tugas dan fungsinya masing-masing, sosialisasi dan komunikasi juga sudah berjalan dengan baik sesuai dengan yang di inginkan, mengenai sumber daya memiliki cukup jumlah dan mempunyai keahlian dan keterampilan, struktur birokrasi memiliki standart operating procedure SOP yang jelas serta struktur organisasi yang tidak terlalu panjang, dan memiliki Disposisi/sikap dalam bentuk pelayanan yang kurang ramah yang di rasakan oleh masyarakat. Sehingga implementasi program beras masyarakat miskin di Kelurahan Tanah Enam Ratus Kecamatan Medan Marelan pada Tahun 2013-2014 belum dikatakan berhasil sesuai dengan teori George Edward III dalam subarsono di karenakan belum sesuai dengan faktor penentu keberhasilan implementasi. The Raskin program is one of the poverty reduction and social protection programs implemented by the Central Government in the form of subsidized rice assistance to low-income households. The purpose of this research is to describe the implementation of the distribution of the Raskin program, and to find out what constraints affect the implementation of the distribution of the Raskin program with the research location in Tanah Enam Ratus Village, Medan Marelan District. The obstacles experienced during the data collection process for Raskin recipients were: 1) the data collection process by BPS on poor households. 2) the process of determining poor households. 3) Raskin distribution process. 4) Socialization process. 5) Complaint handling process. The results showed: 1) the benefits of the Raskin program have helped the poor, where the community can save Rp. 140.000 -, / month. 2) the quality of rice received by the beneficiary community is not good, but the quality of the rice is in accordance with BULOG quality standards. 3) In addition, there is still a lack of valid data that the community has felt about the data collection process carried out by BPS, because the data collection is not coordinated with the head of the local environment. 4) implementors are quite familiar with their respective duties and functions, socialization and communication have also gone well as desired, regarding resources that have sufficient numbers and have expertise and skills, bureaucratic structures have clear standard operating procedures and SOPs organization that is not too long, and has a disposition / attitude in the form of less friendly service that is felt by the community. So that the implementation of the rice program for the poor in Tanah Enam Ratus Village, Medan Marelan District in 2013-2014 has not been said to be successful in accordance with George Edward III's theory in Subarsono because it is not in accordance with the determinants of successful implementation.
