Efektivitas Program Sasaran Kerja Pegawai (SKP) Online Dalam Meningkatkan Kinerja Aparatur Sipil Negara (ASN) Pada Subbag Umum dan Kepegawaian Badan Pengeloloaan Pajak dan Retribusi Daerah Sumatra Utara

Abstract

Latar belakang masalah dalam hal ini adalah SKP online yang masih belum dapat dilakukan sepenuhnya untuk seluruh ASN, sehingga kinerja pegawai pada bidang Subbag Umum dan Kepegawaian belum sepenunhnya berjalan. Kurangnya pengetahuan terhadap penggunaan aplikasi penilaian kinerja. Penelitian ini bertujuan untuk mengetahui efektivitas SKP online dan serta hambatan pada Subbag umum dan Kepegawaian Badan Pengeloaan Pajak dan Retribusi Daerah Sumatera Utara. Dalam penelitian peneliti menggunakan metode kualitatif sebagai analisis data. Sumber data dalam penelitian ini adalah Kasubbag Umum dan Kepegawaian, koordinator Kepegawaian, admin SKP online. Data dikumpulkan berdasarkan teknik pengumpulan data yaitu observasi, wawancara, dokumentasi dan triangulasi data. Hasil temuan dari peneliti menunjukkan bahwa Efektivitas SKP online pada Subbag umum dan kepegawaian Badan Pengelolaan Pajak dan Retribusi Daerah Provinsi Sumatera Utara sejauh ini belum sepenuhnya efektif. Dilihat dari indikator pada efektivitas, dari lima indikator/elemen yang digunakan menunjukkan bahwa efektivitas SKP online dari segi produktivitas, efisien, Kepuasaan, adaptasi serta pengembangan dalam pengoperasian aplikasi laporan kinerja masih belum sepenuhnya berjalan efektif, karena masih ditemukan beberapa hambatan dalam penerapan SKP online seperti kurangnya sumber daya manusia (Human eror) dalam penggunaan SKP online yang menjadi laporan kinerja. The background of the problem in this case is the online SKP which is still not fully implemented for all ASN, so that the performance of employees in the General and Personnel Sub divisions has not been fully implemented. Lack of knowledge on the use of performance appraisal applications. This study aims to determine the effectiveness of online SKP and the obstacles to the General Subsection and Personnel of the Regional Tax and Retribution Management Agency of North Sumatra. In this research the researcher uses qualitative methods as data analysis. The sources of data in this study were the Head of the General and Civil Service Subdivision, the Personnel Coordinator, the online SKP admin. Data were collected based on data collection techniques, namely observation, interviews, documentation and data triangulation. The findings from the researchers show that the effectiveness of online SKP in the general and staffing Subdivision of the Regional Tax and Levy Management Agency of North Sumatra Province has so far not been fully effective. Judging from the indicators on effectiveness, the five indicators/elements used show that the effectiveness of online SKP in terms of productivity, efficiency, satisfaction, adaptation and development in the operation of the performance report application is still not fully effective, because there are still some obstacles in the application of online SKP such as lack of human resources (Human error) in the use of online SKP which is used as a performance report.
