dc.description.abstract | Gaya kepemimpinan merupakan kebiasaan, sifat, tempramen, watak maupun kepribadian yang dapat membedakan seorang pemimpin dalam bertingkah laku dalam setiap interaksi dengan orang lain. Penelitian ini bertujuan untuk mengetahui gaya kepemimpinan camat Medan Marelan dalam menghadapi pandemi Covid-19 serta untuk mengetahui hambatan camat dalam menerapkan gaya kepemimpinan pada masa pandemi Covid-19 di Kecamatan Medan Marelan. Penelitian ini menggunakan metode kualitatif yang bersifat deskriptif yaitu memberikan gambaran secara jelas tentang permasalahan yang diteliti dengan menggunakan teori Kartono tentang gaya kepemimpinan dengan enam indikator gaya kepemimpinan yaitu kemampuan mengambil keputusan, kemampuan memotivasi, kemampuan komunikasi, kemampuan mengelola emosional, bertanggung jawab, kemampuan mengendalikan bawahan. Teknik pengumpulan data yang digunakan ialah observasi, wawancara dan dokumentasi. Hasil penelitian ini meninjukkan bahwa gaya kepemimpinan camat Medan Marelan adalah gaya kepemimpinan situasional hal ini dikarenakan camat dalam mengambil keputusan selalu didasarkan atas kebutuhan dan situasi yang terjadi pada saat itu. Camat selalu memotivasi masyarakat melalui sosialisasi, selalu memberikan semangat kepada masyarakat dan juga pegawai, juga motivasi melalui bantuan sosial. Komunikasi yang dilakukan camat dilakukan secara situasional dan juga bersifat koordinatif. Dalam mengendalikan bawahan maupun masyarakat dilakukan melalui pengendalian sosial yang bersifat persuasif dan juga represif, tanggung jawab camat direfleksikan melalui himbauan untuk selalu taat prokes, melaksanakan razia-razia untuk memastikan semua masyarakat taat prokes dan dalam mengendalikan emosional masyarakat dilakukan melalui himbauan taat prokes, memberikan bantuan sosial, vaksinasi dan sebagainya. Adapun hambatan dalam kepemimpinannya adalah kurangnya pemahaman masyarakat akan bahaya covid-19, kurang siap dalam kondisi serba digital dan pandangan masyarakat yang beragam terkait covid-19. Leadership style is a habit, trait, temper, character and personality that can distinguish a leader in behaving in every interaction with others. This research aims to find out the leadership style of Medan Marelan camat in the face of the Covid-19 pandemic and to find out the obstacles in applying leadership style during the Covid-19 pandemic in Medan Marelan Subdistrict. This research uses qualitative methods that are descriptive that provide a clear picture of the problems studied using Kartono's theory of leadership style with six indicators of leadership style, namely decision-making ability, motivating ability, communication skills, emotional management ability, responsibility, the ability to control subordinates. The data collection techniques used are observation, interview and documentation. The results of this study suggest that the leadership style of Medan Marelan is a situational leadership style because the camat in making decisions is always based on the needs and situations that occur at that time. Camat always motivates the community through socialization, always giving encouragement to the community and also employees, as well as motivation through social assistance. Communication carried out by camat is done situationally and also coordinated. In controlling subordinates and communities carried out through social control that is persuasive and also repressive, the responsibility of camat is reflected through appeals to always obey the prokes, carry out raids to ensure all communities obey the prokes and in controlling the emotional community is done through the appeal of obedient prokes, providing social assistance, vaccinations and et. The obstacles in his leadership are the lack of public understanding of the dangers of covid-19, lack of ready in all-digital conditions and diverse community views related to covid-19. | en_US |
