Abstract: | Penelitian dilatarbelakangi efektivitas kinerja pegawai bagian tata usaha dalam pengelolaan administrasi kepegawaian di sekretariat DPRD provinsi sumatera utara masih belum optimal. Hal ini dapat dilihat dari permasalahan yang terjadi seperti pelaporan kerja lambat, pegawai yang kurang disiplin, dan kurang memahami tugas pokok dan fungsinya, sehingga kinerja kurang optimal. Penelitian ini bertujuan untuk mengetahui Efektivitas Kinerja Pegawai Bagian Tata Usaha Dalam Pengelolaan Administrasi Kepegawaian di Sekretariat DPRD Provinsi Sumatera Utara. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Data dikumpulkan berdasarkan teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi. Teknik analisis data dilakukan dengan pengumpulan data, reduksi data, dan penarikan kesimpulan. Teori yang digunakan adalah teori kinerja Hasibuan (2002) yaitu: Prestasi, Kedisiplinan, Kreativitas, Kerjasama, dan Tanggungjawab. Hasil penelitian yang menunjukkan bahwa Kinerja Pegawai Bagian Tata Usaha Dalam Pengelolaan Administrasi Kepegawaian di Sekretariat DPRD Provinsi Sumatera Utara dapat dikatakan cukup efektif. Hal ini dapat dilihat dari beberapa indikator yaitu prestasi pegawai tata usaha memiliki prestasi dapat dilihat dari setiap pekerjaan langsung dikerjakan dan memiliki peningkatan kinerja pegawai dari tahun sebelumnya. Pegawai sangat disiplin dalam mengerjakan dan menyelesaikan tugas administrasi kepegawaian dengan tertib dan tepat waktu. Namun pegawai bagian tata usaha belum kreatif dalam bekerja. Pegawai bekerja berdasarkan pada standar yang ada dengan kemampuan yang mereka miliki. Para pegawai sudah dapat bekerja sama dengan baik dalam menyelesaikan setiap pekerjaan yang diberikan, sangat bertanggungjawab atas tugas dan fungsinya masing-masing. Hambatan dalam Efektivitas Kinerja Pegawai Bagian Tata Usaha Di Sekretariat DPRD Provinsi Sumatera Utara ialah kurangnya sarana dan prasarana serta sumber daya manusia yang belum tersedia untuk pegawai administrasi. The background of this research is the effectiveness of performance administrative staff personnel management at the secretariat North Sumatra Provincial DPRD is still not optimal. This can be seen from problems that occur such as slow job reporting, employees who don't have jobs disciplined, and do not understand their duties and main points, so that performance is less than optimal. This study aims to determine the effectiveness SectionAdministrativePerformanceEmployees atPersonnelAdministration North Sumatra Provincial DPRD Secretariat. This study uses qualitative research method with descriptive approach. Data is collected based on data The collection techniques are observation, interview and documentation The analysis technique is done by collecting data, reducing data, and drawing conclusion. The theory used is Hasibuan's performance theory (2002), namely: Achievement, Discipline, Creativity, Cooperation, and Responsibility. The Result studies show that the Performance of the Administrative Section of Employees in North Sumatra DPRD Secretariat Personnel Management Provinces can be said to be quite effective. This can be seen from several indicators, namely outstanding administrative employees who have outstanding achievements seen from every work that is directly carried out and has an increase in employees performance from the previous year. Employees are very disciplined in their work and Complete administrative staffing tasks in an orderly and timely manner. However, administrative staff not yet creative in their work existing standards with the capabilities they have. Employees can understand well complete any given work, are very responsible for their respective duties and function. Barriers to the Effectiveness of Employee Performance in Administrative Section of the North Sumatra Provincial DPRD Secretariat lack of facilities and infrastructure as well as inadequate human resources available to administrative staff. |
