Abstract: | Kedisiplinan merupakan suatu kunci keberhasilan untuk menghantarkan seorang atau suatu organisasi dalam mencapai tujuanya. Permasalahan kedisiplinan khususnya disiplin Aparatur Sipil Negara saat ini masih terdapat kekurangan. Dimana fakta yang ditemukan oleh peneliti masih adanya sikap indisipliner yaitu pegawai meningggalkan tempat tugas tanpa izin pimpinan, banyaknya pegawai yang sibuk dengan urusan pribadinya, datang kerja tidak tepat waktu, masih adanya beberapa pegawai yang bersantai pada saat jam kerja berlangsung. Berbagai upaya telah dilakukan oleh pemerintah untuk mengatasi permasalahan tersebut namun belum menunjukan hasil yang optimal. Tujuan dari penelitian ini yaitu untuk mengetahui penerapan disiplin kerja aparatur sipil negara di Biro Administrasi Pimpinan Setdaprovsu. Penelitian ini menggunakan metode penelitian kualitatif bersifat deskriptif merupakan suatu metode yang bertujuan untuk menyelidiki, keadaan, kondisi, situasi, kegiatan, dan lain-lain. Dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi.Teori yang digunakan teori dari Hasibuan (2007: 193) dimana teori ini dibagi menjadi beberapa indikator yaitu Tujuan dan kemampuan, Teladan pimpinan, Balas jasa, Keadilan, Pengawasan melekat, Sanksi hukuman, Ketegasan dan Hubungan kemanusiaan. Hasil penelitian ini menunjukan bahwa Penerapan Disiplin Kerja Aparatur Sipil Negara (ASN) di Biro Administrasi Pimpinan Sekretariat Daerah Provinsi Sumatera Utara sudah berjalan dengan baik. Diharapkan para pegawai di Biro Administrasi Pimpinan untuk selalu meningkatkan kualitas kerjanya dan mampu mengeluarkan ide-ide yang kreatif tanpa harus menunggu perintah dari atasan untuk mendukung kinerja pegawai yang lebih baik kedepanya. serta melakukan pembinaan khusus yang bertujuan untuk meningkatkan kesadaran pegawai baik itu dalam bentuk mental, sikap dan perilaku. Agar pegawai menyadari bahwa kedisiplinan merupakan hal yang penting. Discipline is a key to success to deliver a person or an organization in achieving a goals. Discipline problems, especially the discipline of the State Civil Apparatus, currently still have shortage. Where the facts found by researchers are still disciplinary attitudes, for example employees leave their places of work without permission from the leadership, many employees are busy with their personal affairs, come to work not on time, there are still some employees who relax during working hours. Various efforts have been made by the government to overcome these problems but have not shown optimal results. The purpose of this study is to determine the application of the work discipline of the state civil apparatus in the Administrative Bureau of the Regional Secretariat. This research uses a descriptive qualitative research method that aims to investigate, circumstances, conditions, situations, activities, and others. With data collection techniques in the form of interviews, observations, and documentation. The theory used is the theory of Hasibuan (2007: 193) where this theory is divided into several indicators, that is goals and abilities, examplary leadership, remuneration, justice, supervision attached , punishment sanctions, firmness and human relations. The results of this research indicate that the application of Work Discipline of the State Civil Apparatus (ASN) in the Administrative Bureau of the Regional Secretariat of North Sumatra Province has been going well. It is expected that employees in the Leadership Administration Bureau will always improve the quality of their work and be able to issue creative ideas without having to wait for orders from superiors to support better employee performance in the future. As well as conducting special coaching aimed at increasing employee awareness in the form of mental, attitude and behavior. So that employees realize that discipline is important. |
