Abstract: | Dalam organisasi pemerintah, keberhasilan dan kelancaran penyelenggaraan tugas pemerintahan sangat bergantung pada kinerja Aparatur Sipil Negara. Peneliti melakukan penelitian pada pelayanan publik bagian surat keterangan kematian pada masa pandemi covid-19 Kelurahan Perintis Kecamatan Medan Timur. Permasalahan dalam penelitian ini adalah untuk menganalisis kinerja ASN pada pembuatan surat keterangan kematian pada masa pandemi covid-19 Kelurahan Perintis yang masih kurang efektif. Penelitian ini bertujuan untuk mengetahui kinerja ASN serta hambatan ASN dalam pembuatan surat keterangan kematian pada masa pandemi covid-19. Adapun metode penelitian yang digunakan oleh penulis adalah metode penelitian kualitatif deskriptif sebagai analisis data. Metode penelitian ini menggunakan teori Dwiyanto Agus (2006) yaitu produktivitas, kualitas layanan, responsivitas, responsibilitas dan akuntabilitas. Sumber data dalam penelitian ini adalah Sekretaris Lurah, Kasi Pemerintahan, Bagian Administrasi dan masyarakat. Data dikumpulkan berdasarkan teknik pengumpulan data dengan observasi, wawancara dan dokumentasi. Teknik analisis data yang peneliti lakukan menggunakan teori Miles yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kinerja ASN pada pembuatan surat keterangan kematian di Kelurahan Perintis Kecamatan Medan Timur yang dilihat dari produktivitas, kualitas layanan, responsivitas kurang baik karena sarana dan prasarana yang belum memadaiseperti komputer dan kemampuan para pengawai untuk mengetahui kebutuhan dari masyarakat, dan kebanyakan ASN yang belum menguasai teknologi informasi sehingga menyulitkan untuk pembuatan surat kemarian dengan cepat, responsibilitas dan akuntabilitas dapat dikatakan baik dengan pelaksanaan target pekerjaan dengan optimal, dimana para ASN sudah dengan bertanggung jawab seperti ketika Lurah pergi bekerja di luar mereka mengusahakan untuk menjumpai lurah untuk meminta tanda tangan secara langsung. Researchers conducted research on the public service section of death certificates during the covid-19 pandemic, Perintis Village, East Medan District. The problem in this study is to analyze the performance of ASN in making death certificates during the Covid-19 pandemic in the Pioneer Village which is still less effective. This study aims to determine the performance of ASN and ASN barriers in making death certificates during the COVID-19 pandemic. The research method used by the author is descriptive qualitative research method as data analysis. This research method uses the theory of Dwiyanto Agus (2006), namely productivity, service quality, responsiveness, responsibility and accountability. Sources of data in this study are the Secretary of the Village Head, Head of Government, Administration Section and the community. Data were collected based on data collection techniques with observation, interviews and documentation. The data analysis technique that the researcher uses is Miles' theory, namely data reduction, data presentation and conclusion drawing. The results showed that the performance of ASN in making death certificates in Perintis Village, East Medan District, which was seen from productivity, service quality, responsiveness was not good because of inadequate facilities and infrastructure such as computers and the ability of employees to know the needs of the community, and most ASN who have not mastered information technology so that it is difficult to make a letter of call quickly, responsibility and accountability can be said to be good with optimal implementation of work targets, where ASN is already responsible, such as when the Lurah goes to work outside they try to meet the Lurah to ask for a signature. directly. |
