Abstract: | Latar belakang masalah dalam skripsi ini adalah kinerja Aparat Desa di Desa Ambukha dalam pelaksanaan program keluarga harapan belum sepenuhnya berjalan efektif, terutama mengenai pendataan yang belum tepat sasaran untuk masyarakat miskin, kurangnya disiplin aparat desa serta tanggung jawab aparat dalam bekerja masih rendah. Penelitian ini bertujuan untuk mengetahui kinerja aparat serta hambatan kinerja aparat desa dalam Pelaksanaan Program Keluarga Harapan di Desa Ambukha Kecamatan Lolofitu Moi Kabupaten Nias Barat. Penelitian ini menggunakan metode kualitatif sebagai analisis data. Informan dalam penelitian ini adalah Kepala Desa, Sekretaris, dan BPD. Data dikumpulkan berdasarkan teknik pengumpulan data yaitu observasi, wawancara, dokumentasi dan triangulasi data. Hasil penelitian menunjukkan bahwa Kinerja Aparat Desa Dalam Pelaksanaan Program Keluarga Harapan di Desa Ambukha Kecmatan Lolofitu Moi Kabupaten Nias Barat sejauh ini sudah berjalan dengan baik namun belum sepenuhnya berjalan efektif. Hal ini dilihat dari enam indikator yang digunakan antara lain prestasi, kedisplinan, kreatifitas, kerjasama, kecakapan serta tanggung jawab pegawai. Hambatan Kinerja aparat desa dalam Pelaksanaan Program Keluarga Harapan di Desa Ambukha Kecamatan Lolofitu Moi Kabupaten Nias Barat ialah kurangnya sumber daya manusia, serta sarana dan prasarana juga kurang memadai. The background of the problem in this thesis is that the performance of village officials in the village of ambukha in the implementation of the family of hope program has not been fully effective, especially regarding data collection that has not been targeted for the poor, the lack of discipline of village officials and the responsibility of the apparatus in working is still low. This study aims to determine the performance of the apparatus and the obstacles to the performance of the village apparatus in the Implementation of the Family Hope Program in Ambukha Village, Lolofitu Moi District, West Nias Regency. This study uses qualitative methods as data analysis. Sources of data in this study were the Village Head, Secretary, and BPD. Data were collected based on data collection techniques, namely observation, interviews, documentation and data triangulation. The results showed that the performance of village officials in the implementation of the Family Hope Program in Ambukha Village, Lolofitu Moi District, West Nias Regency so far has been going well but has not been fully effective. This can be seen from the six indicators used, including achievement, discipline, creativity, cooperation, skills and employee responsibilities. Barriers to the performance of village officials in the Implementation of the Family Hope Program in Ambukha Village, Lolofitu Moi District, West Nias Regency, are the lack of human resources, and inadequate facilities and infrastructure. |
