Abstract: Program Keluarga Harapan (PKH) adalah salah satu program pemerintah dalam bantuan bersyarat yang bertujuan dalam mensejahterakan masyarakat yang tergolong miskin sebagai jaminan sosial untuk memperoleh kesehatan dan pendidikan serta kesejahteraan sosial. Untuk itu yang menjadi sasaran dari PKH adalah Kelompok Penerima Manfaat (KPM). Keluarga penerima manfaat merupakan masyarakat tergolong kurang mampu yang wajib mengikuti kewajiban yang telah ditetapkan didalam pedoman umum program keluarga harapan dalam meningkatkan sumberdaya manusia. Tujuan dari penelitian ini untuk mengetahui bagaimana implementasi Kebijakan Program Keluarga Harapan (PKH), menemukan faktor pendukung dan faktor penghambat dalam pelaksanaan PKH di Desa Parsaoran Kecamatan Sitio-Tio Kabupaten Samosir Provinsi Sumatera Utara. Metode yang digunakan peneliti adalah deskriptif kualitatif. Tehnik pegumpulan data/informasi melalui observasi lapangan, wawancara, dokumentasi. Berdasarkan hasil kajian dan observasi bahwasanya pelaksanaan PKH di Desa Parsaoran Kecamatan Sitio-Tio Kabupaten Samosir belum diimplementasikan dengan baik. Pendataan untuk peserta penerima bantuan PKH belum optimal dilaksanakan, masih banyak yang belum mendapatkan bantuan PKH. Pendampingan belum dilakukan dengan baik, Pencairan dana bantuan PKH dari kementerian sosial belum terlaksana secara efektif dan akurat dimana dana bantuan program keluarga harapan di Desa Parsaoran masih sering mengalami kemacetan. The Family Hope Program (PKH) is one of the government programs in conditional assistance aimed at the welfare of the poor as social security to obtain health and education as well as social welfare. For this reason, the target of PKH is the Beneficiary Group (KPM). Beneficiary families are classified as underprivileged people who are obliged to follow the obligations set out in the general guidelines for the family of hope program in improving human resources. The purpose of this research is to find out how to implement the Policy for the Family Hope Program (PKH), to find supporting factors and inhibiting factors in the implementation of PKH in Parsaoran Village, Sitio-Tio District, Samosir Regency, North Sumatra Province. The method used by the researcher is descriptive qualitative. Techniques of collecting data/information through field observations, interviews, documentation. Based on the results of studies and observations that the implementation of PKH in Parsaoran Village, Sitio-Tio District, Samosir Regency has not been implemented properly. Data collection for participants receiving PKH assistance has not been optimally implemented, there are still many who have not received PKH assistance. Mentoring has not been carried out properly, the disbursement of PKH aid funds from the ministry of social affairs has not been carried out effectively and accurately where the assistance funds for the family of hope program in Parsaoran Village are still often jammed.
