Peranan Pemerintah Desa dalam Mewujudkan Wisata Tani Sebagai Program Inovasi Desa di Desa Melati II Kecamatan Perbaungan Kabupaten Serdang Bedagai Provinsi Sumatera Utara

Abstract

Program Inovasi Desa yang dikeluarkan oleh Kementerian Desa Republik Indonesia adalah sebagai upaya untuk memperbaiki desa-desa yang tertinggal. Melalui Program Inovasi Desa ini Kementerian Desa Republik Indonesia menyalurkan berupa bantuan dana untuk meminimalisir permasalahan yang dihadapi oleh desa-desa. Desa Melati II terverifikasi mendapat bantuan tersebut dan pemerintah desa Melati II memodifikasi tempat yang bernama Panteng Kleset untuk dijadikan sebagai destinasi wisata tani. Oleh karena itu, diperlukan adanya peranan dari pemerintah desa dan peranan dari masyaralat untuk mewujudkan wisata tani sebagai Program Inovasi Desa. Namun, seiring dengan berjalannya waktu Panteng Kleset yang sudah selesai dibangun dan dinikmati oleh para wisatawan mengalami permasalahan yang membuat Panteng Kleset harus tutup dan terjadi kerusakan dibeberapa fasilitas yang tersedia. Dalam memecahkan permasalahan yang terjadi, peneliti menggunakan teori peranan yang dikemukakan oleh Ryaas Rasyid dan teori kebijakan yang dikemukakan oleh Carl J. Friedrick. Jenis penelitian yang peneliti gunakan yaitu menggunakan metode deskriptif dengan pendekatan kualitatif untuk mendeskripsikan bagaimana peranan pemerintah desa dalam mewujudkan wisata tani sebagai program inovasi desa. Hasil penelitian yang didapat adalah bahwa peranan pemerintah desa belum dikatakan baik dikarenakan adanya ketidaksempurnaan seperti, pemberian pengarahan, sosialiasi, bimbingan kepada masyarakat, dan peran pemerintah dalam mengelola keuangan belum efektif. Peranan pemerintah Desa Melati II belum baik karena tidak memperbaiki akses menuju wisata tani Panteng Kleset. Kendala yang dihadapi oleh pemerintah desa adalah munculnya Wabah Covid-19 dan kurang baiknya peranan dari pemerintah Desa Melati II.
