Efektivitas Kinerja Aparatur Sipil Negara pada Kantor Koordinator Wilayah Pendidikan Kecamatan Bosar Maligas Kabupaten Simalungun

Abstract

Rendahnya keahlian dalam menggunakan teknologi, disiplin kerja yang rendah, rendahnya sumber daya manusia, dan minimnya sarana prasarana. Penelitian ini bertujuan untuk mengetahui efektivitas kinerja dan faktor penghambat kinerja Aparatur Sipil Negara pada Kantor Koordinator Wilayah Pendidikan Kecamatan Bosar Maligas Kabupaten Simalungun. Penelitian ini menggunakan teori Kadarisman dengan indikator Efektivitas Kerjasama, Efektivitas Memanfaatkan Waktu, Efektivitas Penggunaan Sarana Prasarana, Dan Efektivitas Adaptasi Dengan Lingkungan. Penelitian ini menggunakan metode kualitatif dengan pendekatan desktiptif. Adapun Hasil penelitian ini menunjukkan bahwa efektivitas kinerja Aparatur Sipil Negara pada Kantor Koordinator Wilayah Pendidikan Kecamatan Bosar Maligas Kabupaten Simalungun masih belum efektiv. Berdasarkan indikator Efektivitas Kerjasama sudah berjalan dengan semestinya namun terkendala pada sumber daya manusia yang terbatas. Pada Memanfaatkan Waktu belum baik terutama dalam hal kehadiran dan bekerja tidak sesuai aturan jam kerja. Pada Penggunaan Sarana Prasarana belum baik karena pegawai yang berumur limapuluh tahunan serta sarana prasarana yang tidak memadai. Pada Adaptasi Dengan Lingkungan hanya memenuhi unsur Sasaran Kerja Pegawai tetapi rendah pada Perilaku Kerja. Adapun faktor penghambat kinerja Aparatur Sipil Negara di kantor tersebut terletak pada rendahnya keahlian pegawai dalam menggunakan teknologi, disiplin kerja yang rendah, rendahnya sumber daya manusia, dan minimnya sarana prasarana. This study aims to determine the effectiveness of the performance and the inhibiting factors of the performance of the State Civil Apparatus at the Office of the Education Area Coordinator, Bosar Maligas District, Simalungun Regency. This study uses Kadarisman theory with indicators of Effectiveness of Cooperation, Effectiveness of Utilizing Time, Effectiveness of Using Infrastructure, and Effectiveness of Adaptation to the Environment. This study uses a qualitative method with a descriptive approach. The results of this study indicate that the effectiveness of the performance of the State Civil Apparatus at the Office of the Education Area Coordinator, Bosar Maligas District, Simalungun Regency is still not effective. Based on the indicators of the Effectiveness of the Cooperation, it has been running properly but is constrained by limited human resources. Utilizing Time has not been good, especially in terms of attendance and work not according to the rules of working hours. The use of infrastructure is not good because the employees are fifty years old and the infrastructure is not adequate. In Adaptation to the Environment, it only fulfills the elements of the Employee's Work Target but is low on Work Behavior. The inhibiting factors for the performance of the State Civil Apparatus in the office lie in the low expertise of employees in using technology, low work discipline, low human resources, and lack of infrastructure.
