dc.description.abstract | Munculnya Pandemi Covid-19 pada akhir tahun 2019 merupakan suatu kondisi yang mengakibatkan keterhambatan segala aktivitas bagi masyarakat bahkan menjadi suatu kondisi unpredictable bagi suatu instansi (organisasi). Masyarakat dituntut untuk harus beradaptasi dimasa pandemi covid-19 hal ini juga berlaku pada penyelenggaraan pelayanan publik. Proses pelayanan publik tidak bisa dilakukan seperti keadaan kondisi normal biasanya karena instansi perlu mengikuti kebijakan yang dikeluarkan pemerintah dalam upaya mencegah penyebaran virus covid-19. Untuk mengetahui dan mendeskripsikan efektivitas kinerja aparatur desa Aek Natolu Jaya pada masa pandemi Covid-19 Untuk mengetahui dan mendeskripsikan faktor-faktor apa saja yang mempengaruhi evektifitas kinerja aparatur desa aeknatolu jaya pada masa pandemi metode kualitatif dengan jenis penelitian deskriftif. Pada penelitian ini, peneliti mengunakan teori yang dikemukakan oleh Agus Dwiyanto mengenai indikator kinerja yang dapat dilihat dari beberapa indikator yaitu, produktivitas, kualitas layanan, responsivitas, responsibilitas, dan akuntabilitas. Efektivitas kinerja aparatur sudah dilaksanakan dengan maksimal. Efektifitas dalam Produktivitas, jika dilihat dari kinerja aparatur desa aeknatolu jaya pada masa pandemi covid-19 masih ada beberapa indikator yang belum berjalan secara efektiv,dapat dilihat dari segi kualitas layanan, responsibilitas, dan akuntabilitas, masyarakat masih merasakan adanya kesulitan. Namun jika dilihat dari produktivitas dan responsibilitas kantor kepala desa aeknatolu, sudah dapat dikatakan baik. Adapun Kendala dalam pelayanan efektivitas kinerja aparatur desa pada masa pandemi di desa aeknatolu jaya adalah kurangnya aparatur yang piket di kantor setiap harinya, yang menjadi kendala dalam proses kelancaran dan ketepatan waktu dalam pelayanan di kantor kepala desa, selanjutnya sulitnya masyarakat berhubungan langsung ataupun bertemu secara langsung dengan kepala desa untuk meminta tanda tangan untuk kepentingan tertentu. The emergence of the Covid-19 Pandemic at the end of 2019 was a condition that resulted in the delay of all activities for the community and even became an unpredictable condition for an agency (organization). The community is required to adapt during the COVID-19 pandemic, this also applies to the implementation of public services. The public service process cannot be carried out as usual under normal conditions because agencies need to follow policies issued by the government in an effort to prevent the spread of the COVID-19 virus. To find out and describe the effectiveness of the performance of the Aek Natolu Jaya village apparatus during the Covid-19 pandemic. In this study, the researcher uses the theory proposed by Agus Dwiyanto regarding performance indicators that can be seen from several indicators, namely, productivity, service quality, responsiveness, responsibility, and accountability. The effectiveness of the performance of the apparatus has been carried out to the maximum. Effectiveness in Productivity, when viewed from the performance of the Aeknatolu Jaya village apparatus during the covid-19 pandemic, there are still some indicators that have not been running effectively, it can be seen from the quality of service, responsibility, and accountability, the community still feels difficulties. However, when viewed from the productivity and responsibility of the Aeknatolu village head office, it can be said to be good. The obstacle in serving the effectiveness of the performance of the village apparatus during the pandemic in the village of Aeknatolu Jaya is the lack of officers who are picketed at the office every day, which is an obstacle in the smooth process and timeliness of services at the village head office, then the difficulty of the community in direct contact or meeting directly with the village head to ask for signatures for certain purposes. | en_US |
