Strategi Pemerintah Desa dalam Penerapan E-Government di Desa Baruzo Kecamatan Idanogawo Kabupaten Nias

Abstract

Pada era modernisasi dan globalisasi kemajuan teknologi informasi dan komunikasi saat ini secara periahan mengubah pola interaksi dan komunikasi baik antas masyarmkat dengan pemerinta waupun pemcrintah dengan masyerakat. Pemanfaatan Icknologi intormasi dan komunikasi dapat memudahkan pelaksana pelayanan publik dalum penyimpanan dan pengelolaan informasi, schingga dalam proses pelayanan publik yang di laksmakas oleh pemerintali lebih efesiensi. iransparansı, dan akuntabilitas. l'eneletian ini bertujuan nuuk mengetahui apa saja strategi yang dilakuk.n Pemerulah Desa Baruzo dlam pencrapan Electronic Government (e-Govermmem) serta mengctahui kendala-kencals yang dihadapi pemerintah Desa Baruzo Kecamatan ldanogawn Kahupaten Nias. Untuk mengetnhui strategi penerapan e-Govnnent di Desa Baruzo, peneliti mcnggunaan teori Sofyan. Ieni penciitian yng digunakan yaitu metode penelitian bersitui deskapxii kialitatin dengan teknik pengumpulan menggunakan tekn:k wawancara. stual: pustaka dan dokumentasi. Hasil penelitian menunjukkan bahwa pcuerapan e-Govermnt di Desa Baruzo Kocamatan Idanogawo Kubupatan Nias miasih helum dilerapkm sebagminana Instruksi Presiden Nomor 3 Tihun 2003 tentang Kehijakan din Strlegi Nasional Pengembangan r-Govermment. Uniuk mewujudkan penerapan e-Govemment di Desa Baruzo. Pemerint:ih Dexa Barizo mempersiapkan siraiega yakni pememtaan jarngan dan pemhuatan subuah server, memberikan pelarihum ilan himhingan teknis kepala Perangkut Desa diin Apaatur Desa, mcngemhangkan dan mcungkatkan sistem iniormasi, memperbaiki sarana dan prasarana serta memberikun support terhadap para wiraswasta dan mengalokasikan anggaran yang-'digunakan uniuk memfasilitasí semuu kebuiuhan dilam pencrapan e-Goverument. Dan kendala- kendala yang dihadapi oleh Pemerintah Desa Baruzo yaitu: helum kuminyl Political Will. belum kuatnya peinikiran strategis kepemimpinail. keterhatasan sumber daya manusia dan belum optirnalnya infrastruktur. Nias Regency has not vet been inplemented as stated in Presidential Instruction No.3 f 2003 concering Nutional Policies and Strategies for e-Government Develomnent. Tu realize the implememation ofe-Govenmnent in Baruza V'illage. the Buruso Village Government has prepared strutegies, namely;ne/work distribuwn and the creation ofa server, provide training and technical guidance to Village Apparazus and Village Apparatus, develop and improve information systems. improve facilities and infrastructure and provide suppot t entrepreneurs and allocate budgers used to facilitate all needs in the implementation of e-Govemmem.
