Abstract: | Dana desa merupakan dana yang bersumber dari Anggaran Pendapatan dan Belanja Negara (APBN) yang diimplementasikan sejak tahun 2015. Dana desa Di Desa Bingkat diprioritaskan untuk pembangunan serta pemberdayaan masyarakat. Banyaknya dana desa yang diterima, namun belum dapat dimanfaatkan dengan baik oleh pemerintah desa salah satunya yaitu dalam hal pembangunan, karena masih kurangnya pembangunan saluran irigasi di desa dan saluran irigasi yang ada juga belum terbangun dengan baik. Rumusan masalah dalam penelitian ini adalah bagaimana pengelolaan dana desa dalam meningkatkan pembangunan irigasi dan apakah faktor penghambat dalam pengelolaan dana desa. Penelitian ini menggunakan metode penelitian deskritif kualitatif, dengan teknik pengumpulan data melalui wawancara, observasi, serta dokumentasi. Adapun yang menjadi informan dalam penelitian ini yaitu kepala Desa, sekretaris desa, kepala seksi kesejahteraan dan pelayanan serta tokoh masyarakat. Hasil dari penelitian ini menunjukkan bahwa Pengelolaan Dana Desa Dalam Meningkatkan Pembangunan Irigasi di Desa Bingkat belum terlaksana dengan baik, karena masih belum sepenuhnya transparansi, akuntabel, partisipatif serta tertib dan disiplin anggaran. Hal tersebut terjadi karena masih terdapat kendala dalam pengelolaan dana desa, kendala yang dihadapi yaitu peraturan pemerintah yang dinamis, kepercayaan masyarakat yang masih rendah, keterlambatan laporan penggunaan dana desa, masih rendahnya pegawai yang berkompeten di bidangnya. Village funds are funds sourced from the State Revenue and Expenditure Budget which have been implemented since 2015. Village funds in Bangkat Village are prioritized for development and community empowerment. The village government received a lot of funds, but it has not been used properly by the village government, one of which is in terms of development, because there is still a lack of irrigation canals in the village and the existing irrigation canals have not been well developed. The formulation of the problem in this study is how to manage village funds in improving irrigation development and what are the inhibiting factors in managing village funds. This research uses descriptive qualitative research method, with data collection techniques through interviews, observation, and documentation. The informants in this study were the village head, village secretary, head of the welfare and service section and community leaders. The results of this study indicate that the Management of Village Funds in Improving Irrigation Development in Bingkat Village has not been implemented properly, because it is still not fully transparent, accountable, participatory as well as orderly and budgetary discipline. This happens because there are still obstacles in the management of village funds, the obstacles faced are dynamic government regulations, low public trust, delays in reporting the use of village funds, and the low number of competent employees in their fields. |
