Abstract: Perlindungan Konsumen adalah keseluruhan peraturan dan hukum yang mengatur hak dan kewajiban konsumen dan produsen yang timbul dalam usahanya untuk memenuhi kebutuhannya dan menjamin terwujudnya perlindungan hukum terhadap konsumen. Adapun permasalahan dalam penelitian ini adalah bagaimana bentuk pertanggungjawaban hukum pihak PT. Ambassador Tour and Travel Medan terhadap konsumen yang mengalami pembatalan paket wisata akibat pandemi Covid-19, bagaimana penerapan perlindungan hukum terhadap konsumen yang mengalami pembatalan paket wisata, dan bagaimana penyelesaian masalah apabila terjadi permasalahan mengenai pembatalan paket wisata oleh PT. Ambassador Tour and Travel Medan. Metode yang digunakan dalam penelitian ini adalah penelitian yuridis normatif. Pendekatan yang dilakukan dalam penelitian ini menggunakan deskriptif analisis yang mengarah kepada penelitian hukum normatif. Teknik pengumpulan data dilakukan dengan dua cara, pertama penelitian kepustakaan (Library Research), dan kedua penelitian lapangan (Field Research). Penelitian ini menggunakan analisis data secara deskriptif. Berdasarkan hasil penelitian yang diperoleh, bentuk pertanggungjawaban hukum pihak PT. Ambassador Tour and Travel Medan terhadap konsumen yang mengalami pembatalan paket wisata akibat pandemi Covid-19 dilakukan dengan cara menjadwalkan ulang keberangkatan (reschedule) atau pengembalian dana (refund) dikarenakan pandemi Covid-19 yang dikategorikan sebagai force majeure. Penerapan perlindungan hukum terhadap konsumen yang mengalami pembatalan paket wisata diatur dalam Undang- Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen yang bersifat mengatur dan melindungi kepentingan konsumen. Penyelesaian masalah apabila terjadi pembatalan paket wisata oleh PT. Ambassador Tour and Travel Medan yaitu dengan cara non litigasi menyelesaikan masalah secara musyawarah agar tidak menimbulkan kerugian dari kedua belah pihak baik konsumen maupun pihak travel. Consumer Protection is the entire regulation and law that regulates the rights and obligations of consumers and producers that arise in their efforts to meet their needs and ensure the realization of legal protection for consumers. The problems in this research were how the form of legal liability of PT. Ambassador Tour and Travel Medan to consumers who experience cancellation of tour packages due to the Covid-19 pandemic, how to apply legal protection to consumers who experience cancellation of tour packages, and how to resolve problems if there were problems regarding cancellation of tour packages by PT. Ambassador Tour and Travel Medan. The method used in this research was normative juridical research. The approach taken in this study used descriptive analysis that led to normative legal research. The data collection techniques were conducted in two ways, the first was library research, and the second was field research. This study used descriptive data analysis. Based on the research results obtained, the legal liability of PT. Ambassador Tour and Travel Medan for consumers who experience cancellation of tour packages due to the Covid-19 pandemic was carried out by rescheduling departures or refunds due to the Covid-19 pandemic that categorized as force majeure. The application of legal protection to consumers who experience cancellation of tour packages was regulated in Law Number 8 of 1999 concerning Consumer Protection which regulated and protected the interests of consumers. Troubleshooting in case of cancellation of tour packages by PT Ambassador Tour and Travel Medan, namely by non-litigation, resolve problems amicably so as not to cause harm to both parties, both consumers and travel parties.
