Abstract: | Virus korona yang dapat disebut Covid-19 telah menular dengan sangat cepat di semua negara termasuk Indonesia sehingga menyebabkan pandemi. Pemerintah Indonesia telah menerapkan kebijakan Pemberlakuan Pembatasan Kegiatan Masyarakat serta menjalankan program vaksinisasi Covid-19 secara gratis. Namun dalam pelaksanaanya, penyelenggaraan vaksinisasi di salahgunakan oleh oknum dokter dengan cara melakukan transaksi jual beli vaksin dengan masyarakat secara ilegal demi kepentingan pribadi dan atau keuntungan kelompok dengan mengenyampingkan kerugian perekonomian negara. Perumusan masalah dalam penelitian ini adalah Bagaimana Upaya Penanggulangan Tindak Pidana Korupsi Jual Beli Vaksin Covid-19 yang dilakukan Oknum Dokter Dinas Kesehatan Sumut Kota Medan dan Bagaimana Upaya Penanggulangan Tindak Pidana Korupsi Jual Beli Vaksin Covid-19 yang dilakukan Oknum Dokter Dinas Kesehatan Sumut Kota Medan. Metode penelitian yang digunakan adalah penelitian yuridis normatif dengan sifat penelitian deskriptif analitis. Teknik pengumpulan data yang digunakan adalah melalui studi dokumentasi, studi pustaka dan dengan melakukan teknik wawancara dan observasi yang dimana data akan di analisis secara kualitatif. Hasil penelitian dan pembahasan menunjukkan bahwa upaya bentuk pengawasan atau kontrol terhadap kegiatan vaksinasi di lokasi vaksinasi dan menindaklanjuti penyelidikan apabila terdapat dugaan tindak pidana korupsi jual beli vaksin secara ilegal. Kendala yang dihadapi oleh Kepolisian Daerah Sumatera Utara meliputi kerumitan dalam menghadirkan saksi yang berjumlah 51 orang ditambah dengan saksi ahli yang kompeten. Kemudian kendala selanjutnya yaitu banyaknya pelaporan dan penanganan kasus tindak pidana di ditreskrimsus Polisi Daerah Sumatera Utara tentunya juga menjadi beban tambahan dimana fokus dan kinerja penyidik harus mampu membagi-bagi tugas pokok dan fungsinya sebagai penyidik di Kepolisian Daerah Sumatera Utara. Peneliti menyarankan agar pelaku tindak pidana korupsi dapat dihukum minimal 7 tahun penjara tanpa diberikan pengurangan masa tahanan, karena perbuatan tindak pidana korupsi jual beli vaksin Covid-19 merupakan perbuatan tindak pidana yang luar biasa, merugikan perekonomian negara dan juga masyarakat. The corona virus which can be called Covid-19 has spread very quickly in all countries including Indonesia, causing a pandemic. The Indonesian government has implemented the policy of Enforcement of Restrictions on Community Activities and is running a free Covid-19 vaccination program. However, in its implementation, the administration of vaccination is misused by unscrupulous doctors by illegally conducting vaccine buying and selling transactions with the public for personal interests and or group profits by putting aside the state's economic losses. The formulation of the problem in this study is how to deal with corruption in the sale and purchase of Covid-19 vaccines carried out by unscrupulous doctors at the North Sumatra Health Service in Medan and how to tackle corruption in the sale and purchase of Covid-19 vaccines carried out by unscrupulous doctors at the North Sumatra Health Service in Medan City. The research method used is normative juridical research with descriptive analytical research. Data collection techniques used are through documentation studies, literature studies and by conducting interviews and observation techniques in which the data will be analyzed qualitatively. The results of the research and discussion indicate that efforts to form supervision or control over vaccination activities at vaccination locations and follow up investigations if there are allegations of corruption in the illegal sale of vaccines. The obstacles faced by the North Sumatra Regional Police include the complexity of presenting 51 witnesses plus competent expert witnesses. Then the next obstacle, namely the large number of reporting and handling of criminal cases in the Special Investigation Unit of the North Sumatra Regional Police, of course also becomes an additional burden where the focus and performance of investigators must be able to divide up their main tasks and functions as investigators in the North Sumatra Regional Police. Researchers suggest that perpetrators of criminal acts of corruption can be sentenced to a minimum of 7 years in prison without being given a reduction in prison terms, because the act of corruption in the sale and purchase of Covid-19 vaccines is an extraordinary crime, harming the country's economy and society. |
