dc.description.abstractKeberhasilan meningkatkan efektifitas kinerja pelayanan publik ditentukan oleh faktor kemampuan meningkatkan kinerja kerja aparat desa. Penyelenggaraan pemerintahan desa yang baik dapat dilihat dari berbagai sektor seperti efektivitas kinerja aparat desa dalam pelayanan publik yang diberikan kepada masyarakat. Masalah dalam penelitian ini masih ditemukan pelayanan yang belum dapat mencapai sasaran dan tujuan yang diharapkan dalam kinerja Pemerintahan Desa Manis. Guna mendekati masalah ini dipergunakan acuan teori dari Agus Dwiyanto tentang kinerja birokrasi. Data dikumpulkan berdasarkan teknik pengumpulan data dengan melakukan wawancara, observasi, dokumentasi dan dianalisis secara kualitatif. Kajian ini menyimpulkan bahwa, 1) produktivitas pelayanan yang telah ditetapkan oleh Pemerintahan Desa Manis masih belum sesuai dengan waktu yang terjadwal sesuai prosedur, 2) kualitas layanan mampu berjalan baik dan dapat melayani sesuai dengan kebutuhan masyarakatnya, 3) responsivitas kinerja aparatur desa sudah baik walaupun belum optimal, 4) responsibilitas pelayanan yang diberikan oleh pengurus Desa Manis tidak hanya secara administratif, tetapi juga pelayanan tambahan, 5) akuntabilitas pada kinerja pegawainya sangatlah tepat, dimana lingkup yang diberikan tidak hanya kepada informal dalam ruang lingkup organisasi saja tetapi juga kepada eksternal organisasi yaitu kepada masyarakat dan pihak lainnya yang berkepentingan. The success of increasing the effectiveness of public service performance is determined by the ability to improve the work performance of village officials. The implementation of good village governance can be seen from various sectors such as the effectiveness of the performance of village officials in public services provided to the community. The problem in this study is that services are still found that have not been able to achieve the expected goals and objectives in the performance of the Desa Manis Government. In order to approach this problem, Agus Dwiyanto's theoretical reference is used. Data were collected based on data collection techniques by conducting interviews, observations, documentation and analyzed qualitatively. This study concludes that the service, 1) productivity that has been set by the Manis Village Government is still not in accordance with the scheduled time according to the procedure, 2) the quality of services is able to run well and can serve according to the needs of the community, 4) the responsiveness of the performance of the village apparatus is good although not optimal, 3) the responsibility of the services provided by the management of Desa Manis not only administratively, but also additional services, 5) accountability for the performance of its employees is very appropriate, where the scope is given not only to the informal within the scope of the organization but also to external organizations, namely the community and other interested parties.en_US
