Peranan Dinas Sosial Dalam Meningkatkan Kesejahteraan Sosial Penyandang Disabilitas Di Kota Medan

Abstract

Fenomena pada penelitian ini ada dua, yaitu kuota bantuan sosial yang tidak menyeluruh, minimnya dana bantuan seperti alat bantu dan uang tunai terhadap penyandang disabilitas, penelitian ini bertujuan untuk meratakan bantuan sosial terhadap penyandang disabilitas di Kota Medan. Pada penelitian ini peneliti menggunakan teori peran oleh Sihombing dengan jenis penelitian deskriptif kualitatif dengan teknik pengumpulan data yaitu, wawancara, observasi dan dokumentasi. Hasil dari penelitian ini menunjukkan peranan Dinas Sosial dalam meningkatkan kesejahteraan sosial penyandang disabilitas di Kota Medan cukup baik dapat dibuktikan sebagai berikut: Pertama, Peran Dinas Sosial sebagai fasilitator cukup baik, karena Dinas Sosial memfasilitasi alat bantu dan menerima pengajuan dari setiap penyandang disabilitas yang ingin dibantu, namun masih ada keluhan mengenai penggantian alat bantu yang sudah rusak. Kedua, Peran Dinas Sosial sebagai pelayan masyarakat sudah baik, karena dalam pelayanannya Dinas Sosial selalu mengutamakan kepentingan penyandang disabilitas. Ketiga, Peran Dinas Sosial sebagai pendamping sudah baik, karena penyaluran bantuan sudah tepat waktu, Keempat, Peran Dinas Sosial sebagai mitra sudah bekerja dengan baik, karena Dinas Sosial sudah mampu meningkatkan kesejahteraan dan memenuhi kebutuhan penyandang disabilitas. Kelima, Peran Dinas Sosial sebagai penyandang dana sudah baik, karena dana sudah tersalurkan dengan baik, namun ada kendala yaitu minimnya bantuan dana dari Kementrian pusat. Faktor pendukung yaitu: pengajuan bantuan gratis dan pegawai ramah sedangkan faktor penghambat yaitu: banyak usulan masyarakat yang belum tercover dan anggaran yang diterima dari pusat tidak mencukupi. There are two phenomena in this study, namely the quota of social assistance that is not comprehensive, the lack of assistance funds such as aids and cash for persons with disabilities, this study aims to distribute social assistance to persons with disabilities in the city of Medan. In this study, the researcher used the role theory by Sihombing with the type of qualitative descriptive research with data collection techniques, namely, interviews, observation and documentation. The results of this study indicate that the role of the Social Service in improving the social welfare of persons with disabilities in Medan City is quite good, which can be proven asfollows: First, the role of the Social Service as a facilitator is quite good, because the Social Service facilitates tools and accepts applications from every person with a disability who wants to be assisted. , but there are still complaints about replacing damaged tools. Second, the role of the Social Service as a public servant is good, because in its services the Social Service always prioritizes the interests of persons with disabilities. Third, the role of the Social Service as a companion is good,because the distribution of aid is timely. Fourth, the role of the Social Service as a partner has worked well, because the Social Service has been able to improve welfare and meet the needs of persons with disabilities. Fifth, the role of the Social Service as a funder is good, because the funds have been channeled properly, but there are obstacles, namely the lack of financial assistance from the central Ministry. The supporting factors are: the application of free assistance and friendly staff, while the inhibiting factors are: many community proposals have not been covered and the budget received from the center is not sufficient.
