Peran Pendamping Program Keluarga Harapan Terhadap Penerima Bantuan Sosial PKH Di Kota Tebing Tinggi ( Studi Kasus Di Kelurahan Sri Padang )

Abstract

Untuk mengatasi kemiskinan di Indonesia pemerintah membuat Program Keluarga Harapan yg dimulai tahun 2007. Salah satu keberhasilan Program Keluarga Harapan dipengaruhi oleh peran pendamping, karena pendamping merupakan pihak yang menghubungkan penerima bantuan dengan pihak terkait lainnya. Penelitian ini bertujuan untuk mengetahui bagaimana peran pendamping di Kelurahan Sri Padang dan faktor apa saja yang menjadi penghambat dalam melakukan pendampingan. Penelitian ini menggunakan teori Soerdjono Soekanto dengan metode penelitian kualitatif deskriptif dengan teknik pengumpulan data observasi, wawancara, dan dokumentasi. Pada pembahasan ini peneliti ingin menyesuaikan termasuk kedalam jenis peran manakah “Peran pendamping program keluarga harapan terhadap penerima bantuan sosial PKH di Kota Tebing Tinggi” dari ke 3 jenis-jenis peran menurut Soerdjono Soekanto adapun jenis-jenis peran yaitu peran aktif, peran partisipatif, dan peran pasif. Hasil dari penelitian ini menunjukkan bahwa peran pendamping PKH Kelurahan Sri Padang termasuk kedalam jenis peran aktif karena pendamping berperan dalam seluruh proses tahapan Program Keluarga berdasarkan Peraturan Menteri Sosial Republik Indonesia Nomor 1 Tahun 2018 Tentang Program Keluarga Harapan. To overcome poverty in Indonesia, the government created the Family Hope Program which was started in 2007. One of the successes of the Family Hope Program is influenced by the role of the facilitator, because the facilitator is the party that connects the recipient of assistance with other related parties. This study aims to find out how the role of assistants in Sri Padang Village and what factors become obstacles in providing assistance. This study uses Soerdjono Soekanto's theory with descriptive qualitative research methods with data collection techniques of observation, interviews, and documentation. In this discussion, the researcher wants to adjust to which type of role "The role of the companion of the family of hope program for the recipients of PKH social assistance in Tebing Tinggi is" from the 3 types of roles according to Soerdjono Soekanto as for the types of roles, namely active roles, participatory roles, and passive role. The results of this study indicate that the role of the PKH facilitator in Sri Padang Village is included in the type of active role because the facilitator plays a role in all stages of the Family Program based on the Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 1 of 2018 concerning the Family Hope Program.
