Efektivitas Pelayanan Peserta Kartu Indonesia Sehat di Puskesmas Sei Sembilan Kecamatan Sungai Sembilan Kota Dumai

Abstract

Kurang ramahnya pelayanan KIS dan diskriminasi yang terjadi antara pengguna KIS dan BPJS mandiri. Penelitian ini bertujuan untuk mengetahui efektivitas pelayanan peserta Kartu Indonesia sehat di Puskesmas Sei Sembilan, untuk mengetahui faktor pendukung dan penghambat pelayanan peserta KIS. Penelitian ini menggunakan metode penelitian deskriptif kualitatif, dengan teknik pengumpulan data, observasi dan dokumentasi, menggunakan teori efektivitas oleh Budiani dengan hasil penelitian yang menunjukkan bahwa pelayanan peserta Kartu Indonesia Sehat di Puskesmas Sei Sembilan sudah efektif dapat di buktikan sebagai berikut; pertama ketepatan sasaran yang sudah tepat masyarakat yang menerima bantuan KIS sudah sesuai dengan kriteria,kedua sudah dilakukannya sosialisasi Jkn mobile kepada masyarakat melalui poster yang dapat memberikan informasi kepada masyarakat, ketiga sudah sesuainya tujuan dengan pelaksanaan KIS di Puskesmas bahwa masyarakat menerima perlakuan baik dari pihak Puskesmas Sei Sembilan, keempat pemantauan dan pengamatan yang sudah di lakukan oleh pihak BPJS secara sebulan sekali dapat mengatasi kendala yang masyarakat dapatkan selama menggunakan pelayanan KIS. faktor pendukung pelayanan KIS di Puskesmas Sei Sembilan dengan ramahnya pelayanan petugas administrasi dan biaya pengobatan yang gratis sedangkan faktor penghambat adalah kurangnya pemahaman masyarakat akan IPTEK sehingga tidak semua masyarakat dapat mengakses JKN mobile dan lokasi Puskesmas yang tidak strategis. This study aims to determine the effectiveness of the services of healthy Indonesia Card participants at the Sei Sembilan Health Center, to determine the supporting and inhibiting factors of KIS participant services. This study uses qualitative research methods, with data collection, observation and documentation techniques, using the theory of effectiveness by Budiani with research results showing that the services of Healthy Indonesia Card participants at the Sei Sembilan Public Health Center have been proven effective as follows; First, the accuracy of the target that is right, the people who receive KIS assistance are in accordance with the criteria, secondly, the socialization of JKN mobile to the community through posters that can provide information to the community, thirdly, the objectives are in accordance with the implementation of KIS at the Puskesmas that the community receives good treatment from the Puskesmas Sei Sembilan, the four monitoring and observations that have been carried out by the BPJS once a month can overcome the obstacles that people get while using KIS services. the supporting factor for KIS services at the Sei Sembilan Health Center is the friendly service of administrative officers and free medical fees, while the inhibiting factor is the lack of public understanding of science and technology so that not all people can access mobile JKN and the location of the Puskesmas is not strategic.
