Peranan Dinas Sosial Dalam Pembinaan Anak Jalanan Di Kabupaten Langkat

Abstract

Tujuan diadakannya penelitian ini adalah untuk menganalisis program kerja Dinas Sosial dalam Pelaksanaan Pembinaan Anak Jalanan di Kabupaten Langkat dan untuk menganalisis factor-faktor yang menghambat program kerja Dinas Sosial. Permasalahan dalam penelitian ini adalah apakah pelaksanaan program pembinaan anak jalanan yang dilakukan oleh Dinas Sosial Kabupaten Langkat sudah sesuai dengan hasil yang diinginkan atau dicapai, dan factor-faktor yang menghambat Dinas Sosial dalam melakukan pembinaan anak jalanan di Kabupaten Langkat. Penelitian ini dilaksanakan Dinas Sosial dan jenis penelitian yang digunakan adalah jenis kualitatif, yaitu dengan melakukan wawancara terhadap informan atau responden yang bisa memberi informasi dengan baik. Berdasarkan hasil penelitian ini dapat disimpulkan bahwa sistem pembinaan anak jalanan terlaksana sesuai dengan tugas dan fungsi. Walaupun sudah dilaksanakan, tetapi masih ada anak jalanan turun kejalan lagi. Oleh kerena itu perlu upaya kerjasamanya dari pemerintah, baik dari pemerintah satu dengan yang lain dan kerjasama dengan masyarakat, lembaga swadaya masyarakat, serta aparatur lainnya yang bersangkutan tentang pembinaan anak jalanan. The purpose of this research was to analyze the work program of the Office of Social Affairs in the Implementation of Protection and Development of Street Children in Langkat District and to analyze the factors that hampered the Social Service work program. The problem in this study is whether the implementation of street children protection and coaching programs conducted by the Langkat District Social Service is in accordance with the desired or achieved results, and the factors that hinder the Social Service in protecting and fostering street children in Langkat District. This research was carried out by the Office of Social Affairs and the type of research used was a qualitative type, namely by conducting interviews with informants or respondents who could provide good information. Based on the results of this study it can be concluded that the street child development system is carried out in accordance with the tasks and functions. Even though it has been implemented, there are still street children going down the street again. Therefore, it is necessary to collaborate with the government, both from the government and one another and cooperation with the community, non-governmental organizations, and other apparatuses concerned about the development of street children.
