dc.description.abstract | Terbitnya Peraturan Menteri Perhubungan PM Nomor 63 Tahun 2019 Tentang Standar Pelayanan Minimum Angkutan Orang Dengan Kereta Api memiliki beberapa perubahan untuk menyesuaikan perkembangan teknologi kereta api dalam meningkatkan pelayanan di bidang perkeretaapian. Beberapa rumusan masalah yang dibahas di dalam penelitian ini adalah mengenai Implementasi Peraturan Menteri Perhubungan Nomor PM 63 Tahun 2019 Tentang Standar Pelayanan Minimum Angkutan Orang Dengan Kereta Api Dalam Kemudahan dan Kenyamanan Layanan Di Stasiun Kereta Api Medan serta hambatan dalam Implementasi Peraturan Menteri Perhubungan Nomor PM 63 Tahun 2019 Tentang Standar Pelayanan Minimum Angkutan Orang Dengan Kereta Api Dalam Kemudahan dan Kenyamanan Layanan Di Stasiun Kereta Api Medan. Metode yang digunakan di dalam penulisan tesis ini adalah metode deskriptif dengan menggunakan pendekatan kualitatif. Penelitian ini menggunakan teknik penelitian kepustakaan dan lapangan dengan sumber data didapatkan melalui wawancara dengan pihak-pihak terkait (Informan), observasi serta dokumentasi yang selanjutnya dianalisis memlalui reduksi data, display data dan verifikasi data. Berdasarkan hasil penelitian, Implementasi Peraturan Menteri Perhubungan Nomor PM 63 Tahun 2019 Tentang Standar Pelayanan Minimum Angkutan Orang Dengan Kereta Api Dalam Kemudahan dan Kenyamanan Layanan Di Stasiun Kereta Api Medan dari dimensi komunikasi masih belum maksimal serta Faktor yang menjadi hambatan dalam Implementasi Peraturan Menteri Perhubungan Nomor PM 63 Tahun 2019 Tentang Standar Pelayanan Minimum Angkutan Orang Dengan Kereta Api Dalam Kemudahan dan Kenyamanan Layanan Di Stasiun Kereta Api Medan yaitu informasi yang diberikan oleh pihak Stasiun Kereta Api Medan belum maksimal dalam penempatan papan informasi dan penyampaian informasi masih sulit di mengerti penumpang, tidak tersedianya tempat parkir, pengeras suara masih terdengar kurang, petugas pelayanan belum tersedia pada pintu masuk utama, SOP masih tidak dilaksanakan dengan baik oleh petugas. Berdasarkan penelitian ini diharapkan kepada Kepala Sub Urusan Pelayanan Komersial Stasiun Medan dapat menindaklanjuti beberapa kendala-kendala yang dialami oleh calon penumpang kereta api yang berada di Stasiun Kereta Api Medan demi kemudahan dan kenyaman pengguna moda transportasi kereta api di Stasiun Kereta Api Medan serta diharapkan Stasiun Kereta Api Medan mampu menyediakan informasi yang baik bagi calon penumpang dan petugas yang berada di Stasiun Kereta Api Medan lebih responsif kepada calon penumpang moda transportasi kereta api yang membutuhkan bantuan petugas. The issuance of the Regulation of the Minister of Transportation PM Number 63 of 2019 concerning Minimum Service Standards for the Transportation of People by Train has several changes to adjust the development of rail technology in improving services in the railway sector. Some of the problem formulations discussed in this study are regarding the implementation of the Minister of Transportation Regulation Number PM 63 of 2019 concerning Minimum Service Standards for Transporting People by Train in the Ease and Comfort of Service at Medan Train Stations as well as obstacles in the implementation of the Minister of Transportation Regulation Number PM 63 of 2019 Regarding Minimum Service Standards for Transporting People by Train in the Ease and Convenience of Service at the Medan Train Station. The method used in writing this thesis is a descriptive method using a qualitative approach. This study uses library and field research techniques with data sources obtained through interviews with related parties (informants), observation and documentation which are then analyzed through data reduction, data display and data verification. Based on the results of the research, the implementation of the Minister of Transportation Regulation Number PM 63 of 2019 concerning Minimum Service Standards for Transporting People by Train in the Ease and Convenience of Services at the Medan Train Station from the communication dimension is still not optimal and the factors that become obstacles in the implementation of the Minister of Transportation Regulation Number PM 63 of 2019 concerning Minimum Service Standards for Transporting People by Train in the Ease and Convenience of Service at the Medan Train Station, namely the information provided by the Medan Train Station has not been maximized in the placement of information boards and the delivery of information is still difficult for passengers to understand, there is no place available. parking, loudspeakers still sound lacking, service officers are not yet available at the main entrance, SOPs are still not implemented properly by officers. prospective train passengers who are at the Medan Train Station for the convenience and comfort of users of rail transportation modes at the Medan Train Station. Medan Train is able to provide good information for prospective passengers and officers who are at the Medan Train Station are more responsive to prospective rail transportation passengers who need the assistance of officers. | en_US |
