Abstract: | Penelitian ini mengkaji tentang Implementasi Kebijakan Dinas Sosial Tentang Program Kartu Indonesia Pintar Di Kabupaten Simalungun. Fenomena yang terjadi di kabupaten simalungun dalam implementasi kebijakan program Kartu Indonesia Pintar ini masih ada siswa yang berasal dari keluarga mampu secara materi terdaftar sebagai penerima kartu indonesia pintar serta masih ada juga siswa yang tergolong tidak mampu secara materi tidak terdaftar sebagai penerima dana kartu indonesia pintar atau tidak tepat sasaran. Tujuan dari penelitian ini untuk mengetahui penerapan kebijakan dinas sosial dalam program kartu indonesia pintar di kabupaten simalungun dan untuk mengetahui faktor penghambat implementasi kebijakan dinas sosial dalam program kartu indonesia pintar di kabupaten simalungun. Penulis mengambil teori menurut George Edward III terdapat empat (4) faktor : Komunikasi, sumber daya, disposisi, struktur birokrasi. Penelitian ini menggunakan metode penelitian kualitatif dengan tipe deskriptif. Hasil dari penelitian menunjukkan bahwa implementasi kebijakan dinas sosial tentang program kartu indonesia pintar di kabupaten simalungun belum cukup efektif. Hal ini dilihat dari empat indikator antara lain komunikasi, sumber daya, diposisi, struktur birokrasi. Hambatan dinas sosial dalam penanganan program kartu indonesia pintar dikabupaten simalungun kurangnya sumber daya serta sarana dan prasarana. This study examines the implementation of the Social Service Policy regarding the Smart Indonesia Card Program in Simalungun Regency. The phenomenon that occurs in Simalungun Regency in the implementation of the Smart Indonesia Card program policy is that there are still students who come from financially capable families who are registered as recipients of the Smart Indonesia Card and there are also students who are classified as materially incapable of being not registered as recipients of Smart Indonesia Card funds or not on target. The purpose of this study was to determine the implementation of social service policies in the smart Indonesia card program in Simalungun Regency and to determine the inhibiting factors for implementing social service policies in the Smart Indonesia Card program in Simalungun Regency. The author takes the theory according to George Edward III there are four (4) factors: communication, resources, disposition, bureaucratic structure. This study uses a qualitative research method with a descriptive type. The results of the study indicate that the implementation of the social service policy regarding the smart Indonesia card program in Simalungun Regency has not been effective enough. This can be seen from four indicators including communication, resources, position, bureaucratic structure. The obstacle for social services in handling the smart Indonesia card program in Simalungun Regency is the lack of resources and facilities and infrastructure. |
