Abstract: Manajemen kerja berawal dari penyusunan perencanaan prestasi kerja yang berupa Sasaran Kinerja Pegawai. Penulis melakukan penelitian dengan judul “Implementasi Kebijakan Sasaran Kinerja Pegawai di Dinas Pemberdayaan Masyarakat dan Desa Provinsi Sumatera Utara”. Adanya kebijakan pada sistem kerja yang dilakukan pegawai sesuai dengan Sasaran Kinerja Pegawai (SKP) untuk menjadi tolak ukur yang meliputi aspek kuantitas,kualitas, waktu dan tunjangan dari setiap kegiatan tugas jabatan pegawai. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan SKP dan faktor-faktor penghambat apa saja yang mempengaruhi implementasi kebijakan SKP di Dinas Pemberdayaan Masyarakat dan Desa Provinsi Sumatera Utara. Jenis penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukan implementasi kebijakan SKP di Dinas Pemberdayaan Masyarakat dan Desa Provinsi Sumatera Utara secara keseluruhan sudah berjalan dengan baik. Banyak faktor-faktor yang mempengaruhi implementasi kebijakan SKP menurut Edward III diantaranya: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Banyaknya faktor-faktor penghambat yang mempengaruhi implementasi kebijakan SKP dari faktor lingkungan kerja serta faktor pengawasan dan ketegasan pimpinan. Dalam pelaksanaan masih ada beberapa kendala yang dihadapi, antaralain: (1) belum sepenuhnya para pegawai di Dinas Pemberdayaan Masyarakat dan Desa Provinsi Sumatera Utara paham akan pelaksanaan SKP, (2) sebagian dari pegawai sudah berumur lanjut usia, (3) masih kurangnya Sumber Daya Manusia. Work management begins with the preparation of a work performance plan in the form of Employee Performance Targets. The author conducted a study with the title "Implementation of Employee Performance Target Policies at the Department of Community and Village Empowerment of North Sumatra Province". There is a policy on the work system carried out by employees in accordance with the Employee Performance Target (SKP) to be a benchmark which includes aspects of quantity, quality, time and allowances from each employee's job duties. This study aims to find out how the implementation of the SKP policy and the inhibiting factors that affect the implementation of the SKP policy in the Community and Village Empowerment Service of North Sumatra Province. This type of research uses qualitative research methods with a descriptive approach. The results of the study show that the implementation of the SKP policy in the North Sumatra Province Community and Village Empowerment Service as a whole has been going well. According to Edward III, many factors influence the implementation of SKP policies, including: communication, resources, disposition, and bureaucratic structure. There are many inhibiting factors that affect the implementation of SKP policies from work environment factors as well as supervisory factors and leadership assertiveness. In the implementation, there are still several obstacles faced, including: (1) the employees at the North Sumatra Province Village and Community Empowerment Service have not fully understood the implementation of the SKP, (2) some of the employees are elderly, (3) there is still a lack of resources man.
