Efektivitas Kinerja Aparatur Sipil Negara di Dinas Pemberdayaan Masyarakat dan Desa Provinsi Sumatera Utara

Abstract

Adanya permasalahan yang terjadi Dinas Pemberdayaan Masyarakat dan Desa Provinsi Sumatera Utara memiliki permasalahan Seperti kurangnya wawasan pekerjaaan yang ditekuni dan dalam ilmu pengetahuan teknologi, adanya pegawai yang tidak tepat waktu dalam menyelesaikan tugas, kualitas pekerjaan yang kurang memenuhi syarat instansi, kurangnya kemampuan kepercayaan diri untuk beradaptasi dengan lingkungan, dan juga adanya sarana dan prasarana yang kurang memenuhi. Tujuan penelitian ini adalah untuk mengetahui efektivitas kinerja Aparatur Sipil Negara (ASN) di Dinas Pemberdayaan Masyarakat dan Desa Provinsi Sumatera Utara dan faktor faktor penghambat kinerja Aparatur Sipil Negara di Dinas Pemberdayaan Masyarakat dan Desa Provinsi Sumatera Utara. Teori yang digunakan dalam penelitian ini adalah teori Efektivtas dari Hasibuan yang menjelaskan bahwa Efektifnya suatu kinerja diliat dari Kuantitas Kerja, Kualitas kerja, Pemanfaatan Waktu dan juga Sumber daya manusia. Metode yang digunakan dalam penelitian ini adalah metode kualitatif. Hasil yang diperoleh dari penelitian ini menunjukan bahwa Efektifitas Kinerja Aparatur Sipil Negara di Dinas Pemberdayaan Masyarakat dan Desa provinsi Sumatera Utara dikatakan belum maksimal karena masih ada beberapa kekurangan yang terjadi yaitu kurangnya sarana & prasarana dan juga kurangnya sumber daya manusia, inilah yang menjadikan hasil kinerja ASN belum baik. Adapun faktor-faktor yang merupakan penghambat dalam efektivtas kinerja ASN tersebut adalah dipengaruhi oleh faktor kepribadian dan faktor lingkungan. There are problems that occur such as lack of insight into the work that is occupied and in science and technology, the presence of employees who are not on time in completing assigments,, the quality of work that does not meet the agency’s requirements, lack of self-confidence to adapt to the environment, and also the facilities and infrastructure that are inadequate less fulfilling. The purpose of this study was to determine the effectiveness ot the performance of the State Civil Apparatus (ASN) at the village and community empowerment service of North Sumatra Province and the factors inhibiting the performance State Civil Apparatus at the Village and Community Empowerment Service of North Sumatra Province. The theory used in this research is Hasibuan’s theory which explains that the effectiveness of a performance is seen from the quantity of work, quality of work, utilization of time and also human resources. The result obtained from this study indicate that the Effectiveness of the Performance of State Civil Apparatus at the Departement of Community and Village Empowerment of North Sumatra Province is said to have not been maximized because there are still several obstacles that occur, namely the lack of facilities & infrastructure and also the lack of human resources, ASN is not optimal. The factors that are obstacles in implementing these regulations are influenced by personality factors and environmental factors.
