Abstract: Masalah penyalahgunaan narkotika selalu bertambah dari tahun ke tahun. Jumlah pecandu narkotika terus meningkat, sehingga sangat memerlukan suatu upaya penanggulangan narkoba dengan melibatkan sektor pemerintah terkait dan seluruh komponen masyarakat. yaitu rehabilitasi sebagai upaya pemulihan terhadap penyalahgunaan narkoba. Badan Narkotika Nasional Provinsi Sumatera Utara (BNNP-SU) belum berjalan dengan baik di dalam pelaksanaan rehabilitasi dikarenakan belum adanya sarana yang mendukung. Tujuan penelitian ini untuk melihat bagaimana kualitas pelayanan rehabilitasi yang diberikan oleh BNNP Sumut dan kendala yang dihadapi dalam proses pelaksanaan rehabilitasi. Metode penelitian yang digunakan kualitatif dengan tujuan memperoleh gambaran mengenai pelayanan BNNP Sumut dengan teknik pengumpulan data yaitu observasi, wawancara, dan dokumentasi. Teori dari Zeithaml, dkk (dalam Hardiansyah, 2011), Pelayanan yang berkualitas dapat terwujud dengan lima indikator yaitu, Tangible, Realibility, responssiveness, Assurance dan Emphaty. Hasil penelitian ini menunjukkan bahwa pelayanan rehabilitasi di BNNP Sumut belum berjalan dengan baik karena masih ada beberapa kendala yang ditemui dari segi Tangible yaitu kurangnya ruangan tempat melakukan konseling secara khusus, Pasien dan orangtua pasien yang tidak komitmen dan kurang peduli, petugas yang belum menggunakan alat-alat konseling di dalam proses konsultasi dan juga fungsi supervisi yang masih kurang dan dalam segi Realibility yaitu petugas pelayanan yang belum menggunakan alat-alat rehabilitasi di dalam proses konseling. The problem of drug abuse is always increasing from year to year. The number of narcotics addicts continues to increase, so it really requires an effort to overcome drugs by involving the relevant government sector and all components of society. namely rehabilitation as an effort to recover from drug abuse. The National Narcotics Agency of North Sumatra Province (BNNP-SU) is less effective in implementing rehabilitation because there are no supporting facilities. The purpose of this study is to see how the quality of rehabilitation services provided by the BNNP of North Sumatra and the obstacles faced in the process of implementing the rehabilitation. The research method used was qualitative with the aim of obtaining an overview of the North Sumatra BNNP services with data collection techniques, namely observation, interviews, and documentation. According to Hardiansyah, quality services can be realized with five indicators, namely, Tangible, Realibility, Responsiveness, Assurance and Empathy. The results of this study indicate that rehabilitation services at the North Sumatra BNNP are less effective because there are still some obstacles encountered in terms of tangibles, namely the lack of room for special counseling, Patients and their parents who are not committed and care less, officers who have not used counseling tools in the consultation process and also the supervisory function is still lacking.
