dc.description.abstractDesa Pakkat Hauagong adalah desa yang terletak di pusat Kecamatan Pakkat, Kabupaten Humbang Hasundutan, sudah selayaknya proses pembangunan yang merata dapat dirasakan oleh masyarakat Desa Pakkat Hauagong. Namun pembangunan di desa belum merata dan memadai, oleh sebab itu perlu dilakukan penelitian bagaimana peran Badan Permusyawaratan Desa (BPD) dalam pembentukan peraturan desa. Penelitian ini bertujuan untuk (1) mengetahui peran BPD dalam proses pembentukan perdes dan (2) mengetahui hambatan yang terjadi pada BPD dalam proses pembentukan perdes di Desa Pakkat Hauagong. Penelitian dilaksanakan di kantor Desa Pakkat Hauagong. Penelitian ini merupakan penelitian deksriptif kualitatif. Teknik pengumpulan data yang dilakukan yaitu observasi, wawancara, dokumentasi. Teknik analisis data yang digunakan adalah teknik yang dikembangkan oleh Miles and Huberman. Berdasarkan penelitian yang dilakukan didapatkan kesimpulan bahwa BPD Desa Pakkat Hauagong dalam pembentukan peraturan desa telah melaksanakan perannya pada tahap inisasi, sosio-politik, dan yuridis. Kemudian didapatkan beberapa hambatan terhadap peranan BPD di Desa Pakkat Hauagong dalam pembentukan perdes yaitu komunikasi yang kurang baik, disposisi, koordinasi yang kurang antara pemerintah desa dengan BPD, dan evaluasi lambat dari Pemerintah Kabupaten Humbang Hasundutan. Pakkat Hauagong Village is a village located in the center of Pakkat District, Humbang Hasundutan Regency, it is proper that the development process can be felt evenly by the people of Pakkat Hauagong Village. However, development in the village has not been evenly distributed and adequate, therefore it is necessary to conduct research on the role of the Village Consultative Body (BPD) in the formation of village regulations. This study aims to (1) determine the role of the BPD in the process of forming a village regulation and (2) to find out the obstacles that occur to the BPD in the process of forming a village regulation in Pakkat Hauagong Village. The research was carried out at the Pakkat Hauagong village office. This research is a qualitative descriptive research. Data collection techniques used are observation, interviews, documentation. The data analysis technique used is the technique developed by Miles and Huberman. Based on the research conducted, it was concluded that the BPD of Pakkat Hauagong Village in the formation of village regulations had carried out its role at the initiation, socio-political, and juridical stages. Then found several obstacles to the role of the BPD in Pakkat Hauagong Village in the formation of the village regulation, namely poor communication, disposition, lack of coordination between the village government and the BPD, and slow evaluation from the Humbang Hasundutan Regency Government.en_US
