Implementasi Peraturan Daerah Nomor 4 Tahun 2018 Tentang Rencana Pembangunan Industri Provinsi Sumatera Utara Tahun 2018 - 2038 Pada Dinas Perindustrian dan Perdagangan Provinsi Sumatera Utara

Abstract

Pengaturan Rencana Pembangunan Industri diatur dalam Undang – Undang yang ditindaklanjuti dengan dokumen RIPIN, RPIP, RPIK sebagai dasar pendukung percepatan pembangunan ekonomi daerah, terutama yang berbasis sumber daya lokal dan bersifat intensif tenaga kerja, Provinsi Sumatera Utara memiliki Perda Nomor 4 Tahun 2018 Tentang Rencana Pembangunan Industri Provinsi Sumatera Utara Tahun 2018 – 2038 dan hanya baru Kabupten Tapanuli Tengah memiliki Perda tentang Rencana Pembangunan Industri Kabupaten Tapanuli Tengah, yang seharusnya Kabupaten/Kota segera menyusun Perda RPIK. Maka rumusan masalah dalam penelitian ini adalah bagaimana Implementasi Peraturan Daerah Nomor 4 Tahun 2018 Tentang RPIP Sumatera Utara Tahun 2018 - 2038 pada Dinas Perindustrian dan Perdagangan Prov SU? serta faktor - faktor apa yang menghambat dan mendukung Implementasi Perda Nomor 4 Tahun 2018 Tentang RPIP Sumut Tahun 2018 - 2038 pada Disperindag Prov SU?. Metode Penelitian yang digunakan adalah metode penelitian deksriptif kualitatif dengan mencari informasi pada objek penelitian. Pengumpulan data dalam penelitian ini diperoleh berdasarkan wawancara, dokumentasi dan data yang didapat dari lokasi penelitian. Teori Implementasi kebijakan oleh Edward-III digunakan sebagai pedoman / acuan dalam penelitian. Faktor Struktur Birokrasi menjadi faktor pendukung implementasi Perda Nomor 4 Tahun 2018 Tentang RPIP Sumatera Utara karena melakukan koordinasi secara intens dengan Organisasi Perangkat Daerah di lingkungan Pemerintah Provinsi Sumatera Utara serta OPD Pemda Kab/Kota. Sementara itu, faktor penghambat implementasi Perda adalah Faktor Disposisi yang dalam pengaturan birokrasi masih berjalan lambat atau kurang maksimal karena adanya pergantian pimpinan, belum adanya insentif yang diberikan kepada para pelaksanan implementator serta Faktor Sumber Daya yang selain para pelaksana implementasi dengan jumlah personil yang minim juga tidak mengetahui secara nyata bagaimana implementasi kebijakan dilaksanakan, sedikitnya anggaran dalam mendukung kineja pelaksanaan implementasi perda, kewenangan penuh yang dimiliki pemda Kabupaten / Kota dalam pelaksanaan implementasi kebijakan. Berdasarkan hambatan yang dihadapi peneliti memberi saran / masukan agar Sumber Daya Manusia para pelaksana implementasi diberikan sosialisasi, short training, bimbingan teknis terkait bagaimana implementasi kebijakan dijalankan, adanya Peraturan Gubernur yang ditujukan kepada Bupati / Walikota untuk menindaklanjuti Perda, serta adanya peninjauan kembali perda tersebut yang disesuaikan dengan RPJMD Provinsi Sumatera Utara dan potensi produk unggulan Kab/Kota. So the formulation of the problem in this study is how to implement Regional Regulation Number 4 of 2018 concerning the RPIP of North Sumatra in 2018 - 2038 at the Department of Industry and Trade of North Sumatra Province? as well as what factors hinder and support the implementation of Regional Regulation Number 4 of 2018 concerning the 2018-2038 North Sumatra RPIP at Department of industry and trade of north sumatera?. The research method used is descriptive qualitative research method by seeking information on the object of research. Data collection in this study was obtained based on interviews, documentation and data obtained from the research location. The theory of policy implementation by Edward-III is used as a guide / reference in research. The Bureaucratic Structure factor is a supporting factor for the implementation of Regional Regulation Number 4 of 2018 concerning North Sumatra RPIP because it coordinates intensely with Regional Apparatus Organizations within the North Sumatra Provincial Government and Regency / City Regional Government OPD. Meanwhile, the inhibiting factor for the implementation of the Regional Regulation is the Disposition Factor which in bureaucratic settings is still running slowly or less than optimally due to a change in leadership, the absence of incentives given to the implementers and the Resource Factor which in addition to implementing implementers with a minimal number of personnel is also not sufficient. know clearly how the implementation of the policy is carried out, at least the budget to support the performance of the implementation of the regional regulation, the full authority of the Regency / City government in implementing the policy. Based on the obstacles faced, the researcher gave suggestions / input so that the Human Resources for implementing the implementation were given socialization, short training, technical guidance related to how the policy implementation was carried out, the existence of a Governor Regulation addressed to the Regent / Mayor to follow up on the Regional Regulation, as well as the existence of a review of the Regional Regulation that was issued. adjusted to the RPJMD of the Province of North Sumatra and the potential for superior products of the Regency/City.
