Abstract: Penelitian ini bertujuan mengkaji analisis Kualitas Pelayanan Publik pada Dinas Perpustakaan dan Arsip Provinsi Sumatera Utara. Pelayanan yang ada berupa layanan umum, layanan anak, layanan deposit, layanan referensi, layanan digital dan layanan perpustakaan keliling. Namun dalam pelaksanaannya pelayanan ini masih belum maksimal yaitu dari segi tangibles (bukti fisik) berupa aplikasi INSLISLITE yang bermasalah, suhu ruangan kurang dingin, ruangan kurangnya penerangan, koleksi kurang banyak. Berdasarkan hal tersebut yang menjadi rumusan masalah yaitu 1.Bagaimanakah kualitas pelayanan publik pada Dinas Perpustakaan dan Arsip Provinsi Sumatera Utara. 2. Apa saja faktor yang mempengaruhi dalam pelayanan publik pada Dinas Perpustakaan dan Arsip Provinsi Sumatera Utara. Adapun Metode Penelitian yang digunakan yaitu penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan observasi, study dokumentasi dan wawancara, dan analisis data deskriptif analisis. Hasil penelitian ini menunjukkan bahwa: 1) Kualitas Pelayanan Publik pada Dinas Perpustakaan dan Arsip Provinsi Sumatera Utara mengacu pada teori Zeithaml yaitu dari dimensi reliability, responsiveness, assurance,. empathy, dan tangibles. Semua sudah terlaksana dengan baik, namun dimensi tangibles belum maksimal berupa aplikasi INSLISLITE yang bermasalah, suhu ruangan kurang dingin, ruangan kurang penerangan. 2) Faktor yang mempengaruhi Pelayanan Pelayanan Publik pada Dinas Perpustakaan dan Arsip Provinsi Sumatera Utara yaitu: a) Fasilitas yang belum memadai, b) Anggaran yang belum maksimal. Ada pun rekomendasi dari penelitian ini yaitu Dinas Perpustakaan dan Arsip Provinsi Sumatera Utara perlu memperhatikan suhu ruangan tetap terjaga, penerangan dalam ruangan agar senantiasa terang, peningkatan jumlah koleksi dengan terbitan terbaru, koleksi atau bahan pustaka yang rusak diperbaiki, perlu memperbaiki atau maintenance aplikasi INLISLITE, This study aims to examine the analysis of the quality of public services at the Department of Library and Archives of North Sumatra Province. The existing services are public services, children's services, deposit services, reference services, digital services and mobile libraries. However, in practice this service is still not optimal, namely in terms of physical evidence in the form of the problematic INSLISLITE application, the room temperature is not cold enough, the lack of lighting, the collection is not much. Based on this, the formulation of the problem is 1. How is the quality of public services at the Library and Archives Service of North Sumatra Province. 2. What are the influencing factors in public services at the Library and Archives Service of North Sumatra Province. The research method used is descriptive research with a qualitative approach. The data collection techniques used were observation, documentation and interview studies, and descriptive data analysis. The results of this study indicate that: 1) The quality of public services at the Library and Archives Service of North Sumatra Province refers to Zeithaml's theory, namely from the dimensions of reliability, responsiveness, assurance,. empathy, and form. Everything has been done well, but the tangibles dimensions are not maximized in the form of the problematic INSLISLITE application, the room temperature is not cold enough, the room lacks lighting. 2) Factors affecting Public Service Services at the Library and Archives Service Office of North Sumatra Province, namely: a) Insufficient facilities, b) Inadequate budget. There are also recommendations from this research, namely the North Sumatra Provincial Library and Archives Service needs to pay attention to the room temperature is maintained, the lighting in the room to be bright, increase the number of collections with the latest publications, repair damaged collections or library materials, need to repair or maintain the INLISLITE application,
