Inovasi Sistem Pelaporan Terintegrasi Aplikasi Software Pada Satuan Polisi Pamong Praja Provinsi Sumatera Utara

Abstract

Inovasi Sistem Pelaporan Terintegrasi Aplikasi Software Pada Satuan Polisi Pamong Praja Provinsi Sumatera Utara merupakan inovasi baru. Aplikasi ini merupakan aplikasi pertama di Kantor Satuan Polisi Pamong Praja Provinsi Sumatera Utara, hal ini bertujuan untuk meminimalisir masalah system pelaporan kegiatan dari kabupaten/ Kota yang akan di laporkan ke Direktur Polisi Pamong Praja Kementerian Dalam Negeri. Tujuan Penelitian ini adalah untuk menganalisis dan mendeskripsikan Inovasi Sistem Pelaporan Terintegrasi Aplikasi Software yang dilakukan Kantor Satuan Polisi Pamong Praja Provinsi Sumatera Utara serta menganalisis faktor pendorong dan penghambat inovasi tersebut. Metode penelitian yang digunakan adalah kualitatif deskriptif, menggunakan Teknik pengumpulan data wawancara, observasi dan dokumentasi. Analisisnya menggunakan model interaktif dengan proses reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Sistem Pelaporan Terintegrasi Aplikasi Software telah memenuhi syarat sebagai sebuah inovasi Sistem Pelaporan Terintegrasi karena memiliki nilai kebaruan dan keunggulan dari system lama; memiliki kesesuaian terhadap inovasi lama; sebagai inovasi baru mengalami kerumitan; telah dilakukannya uji coba; serta memiliki sifat yang mudah diamati. Faktor pendukungnya terletak pada sumber daya manusia yang berkompeten sedangkan factor penghambatnya terletak pada jaringan dan adanya bugs dan terbatasnya anggaran untuk membuat aplikasi dimaksud. The Innovation of the Integrated Reporting System Software Application in the Civil Service Police Unit of North Sumatra Province is a new innovation. This application is the first application at the Civil Service Police Unit Office of North Sumatra Province, it aims to minimize problems with the reporting system for activities from districts / cities that will be reported to the Director of Civil Service Police of the Ministry of Home Affairs. The purpose of this study was to analyze and describe the Software Application Integrated Reporting System Innovation carried out by the Civil Service Police Unit Office of North Sumatra Province and to analyze the driving and inhibiting factors of the innovation. The research method used is descriptive qualitative, using interview, observation and documentation data collection techniques. The analysis uses an interactive model with the process of data reduction, data presentation, and drawing conclusions. The results showed that the Software Application Integrated Reporting System had met the requirements as an Integrated Reporting System innovation because it had new values and advantages over the old system; have conformity to old innovations; as new innovations experience complexity; trials have been carried out; and are easily observable. The supporting factor lies in competent human resources while the inhibiting factor lies in the network and the presence of bugs and the limited budget to make the application in question.
