Strategi Dinas Sosial dalam Menangani Prostitusi Liar di Kota Medan

Abstract

Prostitusi liar masih sering terjadi di Kota Medan, terutama di beberapa lokasi seperti Taman Gajah Mada Simpang Selayang, dan Jalan Sultan Iskandar Muda. Penelitian ini bertujuan untuk mengetahui bagaimana strategi Dinas Sosial dalam menangani prostitusi liar di Kota Medan. Pada penelitian ini peneliti menggunakan teori strategi oleh Thomas J. Wheelen dan David Hunger, dengan jenis penelitian deskriptif kualitatif dengan teknik pengumpulan data dengan observasi, wawancara, dan dokumentasi. Hasil penelitian dalam penelitian ini adalah; Ada tiga program di Dinas Sosial Kota Medan yang berasal dari Kementerian Sosial yang bertujuan untuk mengatasi Penyandang Masalah Kesejahteraan Sosial yaitu, program rehabilitasi sosial, program perlindungan dan jaminan sosial, dan program pemberdayaan sosial. Anggaran Dinas Sosial Kota Medan bersumber dari Anggaran Pendapatan Belanja Daerah Kota Medan, dan anggaran tersebut digunakan untuk melakukan kegiatan operasi penertiban para pelaku prostitusi liar. Prosedur atau tahapan yang dilakukan oleh Dinas Sosial untuk mengatasi prostitusi liar adalah yang pertama dengan melakukan operasi penertiban. Kemudian dilakukan pendataan, dokumentasi dan asesmen. dan tahapan yang terakhir adalah membawa para pelaku prostitusi liar ke Panti Rehabilitasi Sosial. Pembinaan yang dilakukan Dinas Sosial Kota Medan terhadap para pelaku prostitusi liar adalah berupa pemberian arahan, dan pembinaan sifat dan sikap. Iillegal prostitution is still common in the city of Medan, especially in several locations such as Gajah Mada Park, Selayang Intersection and Sultan Iskandar Muda Street. This study aims to determine how the strategy of social services in dealing with illegal prostitution in the city of Medan. In this study, the researcher used the strategy theory by Thomas J. Wheelen and David Hunger, with the type of qualitative descriptive research, with data collection techniques by observation, interviews, and documentation. The results of research in this study are; There are three programs at the Sosial Service of the City of Medan sourced from the Ministry of Social Affairs which aim to address people with social welfare problems, namely, social rehabilitation programs, social protection and security programs, and social empowerment programs. The budget for the social service of the city of Medan is sourced from the Local Government Budget of Medan City, and the budget is used to carry out operations to control illegal prostitutes. The procedures or stages carried out by the social services to deal with illegal prostitution are the first to carry out curbing operations. Then carried out data collection, documentation and assessment. And the last stage is to take the perpetrators of illegal prostitution to a social rehabilitation center. The guidance carried out by the social services of the city of Medan for the perpetrators of illegal prostitution is in the form of giving directions, and fostering character and attitude.
