Abstract: | Isu kemiskinan merupakan masalah kronis melanda Indonesia yang sangat berpotensi menghambat pembangunan ekonomi sebagai proses alami untuk mewujudkan cita-cita yang diamanatkan kepada negara yaitu masyarakat makmur sejahtera, adil, dan merata. program keluarga harapan (PKH) di Desa Balodano dalam pelaksanaan program keluarga harapan belum sepenuhnya berjalan dengan baik, terutama mengenai pendataan yang belum tepat sasaran untuk masyarakat miskin, kurangnya perhatian pemerintah desa serta tanggung jawab dalam bekerja masih rendah. Penelitian ini bertujuan untuk mengetahui evaluasi program keluarga harapan (PKH) dalam menanggulangi kemiskinan di Desa Balodano Kecamatan Ma’u Kabupaten Nias. Penelitian ini menggunakan metode kualitatif sebagai analisis data. Sumber data dalam penelitian ini adalah Kepala Desa, Sekretaris, BPD dan masyarakat. Data dikumpulkan berdasarkan teknik pengumpulan data yaitu observasi, wawancara, dokumentasi dan triangulasi data. Hasil penelitian menunjukkan bahwa evaluasi Program Keluarga Harapan (PKH) dalam menggulangi kemiskinan di Desa Balodano Kecamatan Ma’u Kabupaten Nias sejauh ini sudah berjalan dengan cukup baik namun belum sepenuhnya berjalan efektif. Hal ini dapat dilihat dari teori Malay SP Hasibuan, 2002.,p.22, yang memuat enam indikator yang digunakan antara lain prestasi, kedisplinan, kreatifitas, kerjasama, kecakapan serta tanggung jawab pemerintah desa masih cukup baik dan disebabkan kurangnya sumber daya manusia, serta sarana dan prasarana juga kurang memadai. The problem is a chronic problem that plagues Indonesia which is very likely to hamper economic development as a natural process to realize the ideals mandated by the state, namely a prosperous, just and equitable society. The family of hope program (PKH) in Balodano Village in the implementation of the family of hope program has not fully run well, especially data collection that has not been well targeted for the poor, lack of attention from the village government and low responsibility in working. This study aims to determine the evaluation of the Family Hope Program (PKH) in tackling poverty in Balodano Village, Ma'u District, Nias Regency. This study uses qualitative methods as data analysis. Sources of data in this study were the Village Head, Secretary, BPD and the community. Data were collected based on data collection techniques, namely observation, interviews, documentation and data triangulation. The results showed that the evaluation of the Family Hope Program (PKH) in overcoming poverty in Balodano Village, Ma'u District, Nias Regency so far has gone well but has not been fully effective. This can be seen from the theory of Malay SP Hasibuan, 2002., p.22, which contains six indicators used, including achievement, discipline, creativity, cooperation, and village government responsibilities are still quite good and due to the lack of human resources, as well as facilities. and infrastructure is also inadequate. |
