dc.description.abstractBadan Permusyawaratan Kampong (BPK) merupakan salah satu unsur penyelenggara pemerintahan kampong yang paling berperan dalam Pembuatan Peraturan Kampong, kurangnya sosialisasi peraturan yang dibuat oleh perangkat desa dengan BPK yang menjadi permasalahan dalam proses penyusunan dan penetapan peraturan tidak sesuai dengan apa yang diinginkan dengan masyarakat sehingga masih banyak yang melanggar peraturan kampong. Penelitian ini bertujuan untuk mengetahui dan menganalisis peran BPK dalam pembentukan peraturan kampong dan faktor kendala yang dihadapi BPK di Kampong Subulussalam Kecamatan Simpang Kiri Kota Subulussalam. Penelitian yang digunakan adalah metode deskriptif, dan teknik analisis data menggunakan deskriptif kualitatif. Informan dalam Penelitian ini Kepala Kampong Subulussalam, Ketua BPK Subulussalam, Tokoh Masyarakat, Tokoh Pemuda, Tokoh Adat dan Kepala Dusun. Hasil penelitian bahwa BPK Subulussalam dalam pembuatan peraturan kampong telah berperan sebagai stabilisator, inovator, modernisator dan pelopor, tetapi masih kurang berperan sebagai pelaksana sendiri. BPK mempunyai kendala dalam melaksanakan perannya Direkomendasikan agar anggota BPK memegang prinsip untuk mengutamakan kepentingan umum di atas kepentingan kelompok. Setiap anggota BPK perlu lebih memahami bahwa semua pihak termasuk anggota BPK tanpa kecuali harus patuh teradap peraturan yang ditetapkan. The Kampong Consultative Body (BPK) is one of the elements of the village administration that plays the most role in making Kampong regulations, the lack of socialization of regulations made by village officials with the BPK is a problem in the process of drafting and enacting regulations that are not in accordance with what is desired by the community so it is still Many violate village regulations. This study aims to determine and analyze the role of BPK in the formation of village regulations and the obstacles faced by BPK in Kampong Subulussalam, Simpang Kiri District, Subulussalam City. The research used was descriptive method, and the data analysis technique used descriptive qualitative. Informant in this study are headman, head BPK, public figure, youth figure, traditional figur and village chief. The results of the research show that BPK Subulussalam in making village regulations has acted as a stabilizer, innovator, modernizer and pioneer, but still does not play a role as its own implementer. BPK has difficulties in carrying out its role It is recommended that BPK members adhere to the principle of prioritizing the public interest above the interests of the group. Each member of the BPK needs to better understand that all parties, including members of the BPK without exception, must comply with th established regulations.en_US
