Peranan Satuan Polisi Pamong Praja dalam Penegakan Peraturan Bupati Nomor 41 Tahun 2020 di Kabupaten Padang Lawas Utara

Abstract

Peran Satuan Polisi Pamong Praja dimasa pandemi Covid-19 sangat penting, salah satunya adalah unsur penertiban masyarakat. Peran ini terlihat bagaimana Polisi Pamong Praja hadir di tengah masyarakat terkait sosialisasi hingga proses penertiban. Penelitian ini fokus pada peran Satuan Polisi Pamong Praja dalam menegakkan Peraturan Bupati Nomor 41 Tahun 2020 di Kabupaten Padang Lawas Utara. Penelitian ini menggunakan jenis penelitian deskriptif dengan instrumen penelitian yaitu observasi, studi dokumen dan wawancara. Adapun analisis data menggunakan deskriptif analisis. Hasil penelitian ini menunjukkan bahwa: 1) peran Satuan Polisi Pamong Praja terkait tupoksi dalam penegakan Peraturan Bupati Nomor 41 Tahun 2020 diantarnaya yaitu Mensosialisasikan urgensi penerapan protokol kesehatan, mengawasi penerapan prokol kesehatan dengan cara berpatroli ke tempat umumseperti pasar, kafe dan sebagainya, mengamankan kegiatan vaksinasi, serta menindak individu yang melakukan pelanggaran terhadap protokol kesehatan. Selain itu, mereka juga berperan dalam melakukan himbauan dan peringatan, sebagai penegak aturan protokol kesehatan, serta melakukan operasi yustisi demi memutus mata rantai penularan Covid-19 di Kabupaten Padang Lawas Utara. Secara umum, persebaran covid-19 sejak awal hingga saat ini dapat ditangani dengan baik. Hal ini ditandai dengan jumlah kasus Covid-19 yang terbilang minim. Tantangan yang dihadapi adalah terbatasnya jumlah personil dan rendahnya kesadaran masyarakat terhadap aturan. Peneliti juga memberikan rekomendasi yaitu: Pemerintah daerah perlu memperhatikan aspek kelengkapan sarana dan prasana sekaligus SDM dari satuan Polisi Pamong Praja yang ada di Kabupaten Padang Lawas Utara. Khususnya kemampuan dalam manajemen masa, komunikasi dan proses penertiban. Masyarakat harus bisa bekerjasama dengan unsur pemerintahan khususnya Satuan Polisi Pamong Praja agar proses sosialisasi dan kerja apparatus pemerintahan dapat berjalan dengan baik dan efektif. The role of the Civil Service Police Unit during the Covid-19 pandemic is very important, one of which is the element of public order. This role can be seen in how the Civil Service Police are present in the community regarding socialization to the process of controlling. This study focuses on the role of the Civil Service Police Unit in enforcing Regent Regulation No. 41 of 2020 in North Padang Lawas Regency. This research uses descriptive research with research instruments, namely observation, document study and interviews. The data analysis used descriptive analysis. The results of this study indicate that: 1) the role of the Civil Service Police Unit related to tupoksi in enforcing Regent Regulation No. 41 of 2020, including socializing the urgency of implementing health protocols, supervising the implementation of health protocols by patrolling public places such as markets, cafes and so on, securing activities vaccinations, as well as taking action against individuals who violate health protocols. In addition, they also play a role in making appeals and warnings, as enforcers of health protocol rules, as well as conducting judicial operations to break the chain of transmission of Covid-19 in North Padang Lawas Regency. In general, the spread of COVID-19 from the beginning until now can be handled well. This is indicated by the relatively low number of Covid-19 cases. The challenges faced are the limited number of personnel and low public awareness of the rules. Researchers also provide recommendations, namely: Local governments need to pay attention to aspects of completeness of facilities and infrastructure as well as human resources from the Civil Service Police unit in North Padang Lawas Regency. Especially the ability in mass management, communication and control processes. The community must be able to cooperate with government elements, especially the Civil Service Police Unit so that the socialization process and the work of government apparatus can run well and effectively.
