dc.description.abstract | Tugas pokok aparatur negara sebagai abdi negara juga sebagai abdi masyarakat antara lain tercermin dalam tugas pokoknya di bidang pemerintahan umum, pembangunan, dan pelayanan kepada masyarakat. Penyelenggaraan pelayanan publik yang dilaksanakan oleh aparatur pemerintah dalam berbagai sektor pelayanan terutama yang menyangkut pemenuhan hak-hak sipil dan kebutuhan dasar masih dirasakan belum sesuai dengan tuntutan dan harapan masyarakat. Buruknya kinerja pelayanan publik ini antara lain dikarenakan belum dilaksanakannya akuntabilitas dan transparansi dalam penyelenggaraan pelayanan publik. Penelitian ini bertujuan unruk mengetahui akuntabilitas dan trnasparansi dalam pelayanan publik serta menganalisis faktor-faktor apa yang mempengaruhi belum akuntabel dan transparannya pelayanan publik dalam pengwusan administrasi kependudukan di Kantor Kecamatan Helvetia Kota Medan. Pengambilan sampel diambil secara accidensial sampling yaitu sampel yang ditemui pada saat melakukan penelitian lapangan yaitu mereka sedang mengurus pelayanan administrasi kependudukan pada Kantor Kecamatan Helvetia Kota Medan selama kurun waktu Juli s/d Agustus 2016. Jumlah masyarakat sebagai sampel dalam kurun waktu tersebut sebanyak 30 orang. Hasil penelitian ini menunjukkan bahwa Akuntabilitas dalam pelayanan publik di Kecamatan Helvetia dapat dikatakan sudah terwujud dengan baik. Hal ini dapat dilihat dari indikator-indikator yang ada dalam akuntabilitas yang semuanya mendapat nilai yang berada pada kategori baik. Transparansi dalam Pelayanan publik di Kecamatan Helvetia pun sudah dapat dikatakan terlaksana dengan baik. Hal ini dapat ditinjau dari setiap indikator yang ada antara lain indikator manajemen dan penyelenggaraan pelayanan publik yang sudah cukup baik. Hambatan itu antara lain kurangnya partisipasi aktif masyarakat dalam mengikuti berbagai kegiatan sosial yang dilaksanakan oleh pihak Kecamatan. Warga sekitar Kecamatan cenderung pasif dalam bersosialisasi. The main duty of the state apparatus as a servant of the state as well as a servant of the community is reflected in his main duties in the field of general government, development and service to the community. The implementation of public services carried out by the government apparatus in various service sectors especially those concerning the fulfillment of civil rights and basic needs still felt not in accordance with the demands and expectations of the community. The poor performance of public services is partly due to the absence of accountability and transparency in the delivery of public services. This study aims to know accountability and trnasparansi in public service as well as analyzing what factors affect the unaccountable and transparent public service in the administration of population in the District O.ffice Helvetia Medan City. Sampling is taken by accidensial sampling that is the samples encountered during the field research that is they are taking care of population administration service at District Office of Helvetia Medan City during the period of July until August 2016. The number of people as sample in that period as many as 30 people. The results of this study indicate that Accountability in public service in District Helvetia can be said to have been realized properly. This can be seen from the indicators that exist in accountability that all got a value that is in either category. Transparency in the Public Service in the District of Helvetia has been well executed. This can be seen from any existing indicators such as management indicators and the provision of public services that are good enough. These obstacles include the lack of active participation of the community in following various social activities implemented by the District. Residents around Kecamatan tend to be passive in socializing. | en_US |
