Mekanisme Dan Analisis Pendapatan Peserta Program Food Estate Pada Petani Bawang Merah Kabupaten Humbang Hasundutan (Studi Kasus: Desa Ria-Ria Kecamatan Pollung)

Abstract

Adapun tujuan penelitian ini adalah: 1. Untuk mengetahui mekanisme program food estate di Humbang Hasundutan 2. Untuk mengetahui pendapatan petani bawang merah peserta Food Estate di Desa Ria-Ria Kecamtan Pollung Kabupaten Humbang Hasundutan. 3. Untuk mengetahui Faktor-faktor apa saja yang mempengaruhi pendapatan petani bawang merah peserta Food Estate di Desa Ria-Ria Kecamtan Pollung Kabupaten Humbang Hasundutan. Penelitian ini dilaksanakan di Desa Ria-ria, Kecamatan Pollung, Kabupaten Humbang Hasundutan. Penelitian ini dilaksanakan pada bulan Maret sampai mei 2022. sampel yang diambil dari keseluruhan populasi kelompok tani 30% dari total populasi yaitu sebanyak 32 orang. Analisis yang digunakan adalah analisis deskriftif, pendapatan dan regresi linier berganda. Adapun hasil penelitian Badan otoritat Food Estate saling bekerja sama dengan kelompok tani di desa Ria-ria Mengadakan perjanjian disetujui oleh kedua belah pihak yang dimana pemerintah menyediakan CPCL (Calon Petani Dan Calon Lokasi), alat-alat pertanian seperti tractor, bibit, pupuk, dll. Kemudian memberi intruksi agar Kelompok tani melakukan kontrak kerja dengan Off taker. Dimana off taker menyerap seluruh hasil pascapanen dengan harga yang disepakati dan memberi penawaran atas penyediaan benih, pupuk, dan pestisida dan disepakati dari kedua belah pihak antara kelompok tani dengan off – Taker. Sedangkan pendapatan yang diperoleh sebesar Rp. 92.187.960/ ha. Dari Hasil analisis regresi linier variabel luas lahan berpengaruh positif dan signifikan secara statistic terhadap variabel kesejahteraan petani bawang. Variabel modal berpengaruh negatif dan signifikan akan terjadi penurunan kesejahteran petani bawang. Variabel tenaga kerja berpengaruh positif dan signifikan secara statistik terhadap variabel kesejahteraan petani bawang. variabel produksi bawang berpengaruh positif dan signifikan secara statistik terhadap variabel kesejahteraan petani bawang merah. The objectives of this research are: 1. To find out the mechanism of the food estate program in Humbang Hasundutan 2. To find out the income of shallot farmers participating in the Food Estate in Ria-Ria Village, Pollung District, Humbang Hasundutan Regency. 3. To find out what factors affect the income of shallot farmers participating in the Food Estate in Ria-Ria Village, Pollung District, Humbang Hasundutan Regency. This research was conducted in Ria-ria Village, Pollung District, Humbang Hasundutan District. This research was conducted from March to May 2022. Samples were taken from the entire population of the farmer group, 30% of the total population, namely 32 people. The analysis used is descriptive analysis, income and multiple linear regression. As for the research results, the Food Estate authoritative agency cooperates with farmer groups in the village of Ria-ria. Holds an agreement approved by both parties in which the government provides CPCL (Prospective Farmers and Prospective Locations), agricultural equipment such as tractors, seeds, fertilizers, etc. Then gave instructions for farmer groups to enter into work contracts with off takers. Where the off-taker absorbs all post-harvest results at an agreed price and makes an offer for the supply of seeds, fertilizers and pesticides and it is agreed from both parties between the farmer groups and the off-taker. While the income earned is Rp. 92,187,960. From the results of linear regression analysis the variable land area has a positive and statistically significant effect on the welfare variable of onion farmers. The capital variable has a negative and significant effect on the welfare of onion farmers. The labor variable has a positive and statistically significant effect on the onion farmer welfare variable. the onion production variable has a positive and statistically significant effect on the shallot farmer welfare variable.
