Abstract: Latar belakang masalah dalam penelitian ini adalah adanya keluhan beberapa masyarakat, terhadap kerja pegawai kantor Desa Perkebunan Nagodang Kabupaten Labuhanbatu Selatan Provinsi Sumatera Utara. sulitnya bagi masyarakat dalam mengakses informasi seakan menunjukan tidak ada keterbukaan pemerintah desa dalam menyelenggarakan pemerintahan desa. tujuan dari penelitian ini adalah untuk mengetahui penerapan lima prinsip good governance apakah sudah baik atau belum sehingga dapat melihat efektivitas kerja pegawai. penelitian ini menggunakan metode analis data kualitatif. teknik pengumpulan data dengan cara, observasi, wawancara, dan dokumentasi. hasil dari penelitian ini menunjukan bahwa implementasi good governance tidak di implementasikan dengan baik, hal ini dilihat dari beberapa indikator yang tidak berjalan yaitu, akuntabilitas, transparansi, keterbukaan, berdasarkan hukum, dan jaminan. The background of the problem in this study is the complaints of several communities, against the work of employees of the Nagodang Plantation Village office, South Labuhanbatu Regency, North Sumatra Province. The difficulty for the community in accessing information seems to indicate that there is no openness of the village government in organizing village government. The purpose of this study is to determine the application of the five principles of good governance whether it is good or not so that it can see the effectiveness of employee work. This research uses qualitative data analyst methods. Data collection techniques by means of, observation, interviews, and documentation. The results of this study show that the implementation of good governance is not implemented properly, this is seen from several indicators that are not running, namely, accountability, transparency, openness, based on the law, and guarantees.
